| 7 | 7 | | relating to the submission and use of electronic student records in |

| 8 | 8 | | the electronic student records system. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 7.010(b) and (c), Education Code, are |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (b) Each school district, open-enrollment charter school, |
|---|
| 13 | 13 | | and institution of higher education shall participate in an |
|---|
| 14 | 14 | | electronic student records system that satisfies standards |
|---|
| 15 | 15 | | approved by the commissioner of education and the commissioner of |
|---|
| 16 | 16 | | higher education. The commissioner of education and the |
|---|
| 17 | 17 | | commissioner of higher education may specify an approved format for |
|---|
| 18 | 18 | | submission of electronic student records. |
|---|
| 19 | 19 | | (c) The electronic student records system must permit an |
|---|
| 20 | 20 | | authorized state or district official or an authorized |
|---|
| 21 | 21 | | representative of an institution of higher education to |
|---|
| 22 | 22 | | electronically transfer student transcripts to and from an |
|---|
| 23 | 23 | | educational institution in which the student is enrolled, to |
|---|
| 24 | 24 | | extract data elements from [and retrieve] student transcripts in an |
|---|
| 25 | 25 | | efficient and effective manner, and to provide those data elements |
|---|
| 26 | 26 | | for import into an electronic data system. The data elements may |
|---|
| 27 | 27 | | include[, including] information concerning a student's: |
|---|
| 28 | 28 | | (1) course or grade completion; |
|---|
| 29 | 29 | | (2) teachers of record; |
|---|
| 30 | 30 | | (3) assessment instrument results; |
|---|
| 31 | 31 | | (4) receipt of special education services, including |
|---|
| 32 | 32 | | placement in a special education program and the individualized |
|---|
| 33 | 33 | | education program developed; and |
|---|
| 34 | 34 | | (5) personal graduation plan as described by Section |
|---|
| 35 | 35 | | 28.0212 or 28.02121, as applicable. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2019. |
