55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the submission and use of electronic student records in
88 the electronic student records system.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 7.010(b) and (c), Education Code, are
1111 amended to read as follows:
1212 (b) Each school district, open-enrollment charter school,
1313 and institution of higher education shall participate in an
1414 electronic student records system that satisfies standards
1515 approved by the commissioner of education and the commissioner of
1616 higher education. The commissioner of education and the
1717 commissioner of higher education may specify an approved format for
1818 submission of electronic student records.
1919 (c) The electronic student records system must permit an
2020 authorized state or district official or an authorized
2121 representative of an institution of higher education to
2222 electronically transfer student transcripts to and from an
2323 educational institution in which the student is enrolled, to
2424 extract data elements from [and retrieve] student transcripts in an
2525 efficient and effective manner, and to provide those data elements
2626 for import into an electronic data system. The data elements may
2727 include[, including] information concerning a student's:
2828 (1) course or grade completion;
2929 (2) teachers of record;
3030 (3) assessment instrument results;
3131 (4) receipt of special education services, including
3232 placement in a special education program and the individualized
3333 education program developed; and
3434 (5) personal graduation plan as described by Section
3535 28.0212 or 28.02121, as applicable.
3636 SECTION 2. This Act takes effect September 1, 2019.
