9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 411.199, Government Code, is amended by | |
11 | 11 | adding Subsection (b-1) to read as follows: | |
12 | 12 | (b-1) An applicant under this section is not required to | |
13 | 13 | complete the handgun proficiency course described by Section | |
14 | 14 | 411.188 to obtain a license under this subchapter if the applicant: | |
15 | 15 | (1) complies with Subsection (b) and the other | |
16 | 16 | requirements of this subchapter; and | |
17 | 17 | (2) submits the application not later than the fifth | |
18 | 18 | anniversary of the applicant's date of retirement from the law | |
19 | 19 | enforcement agency. | |
20 | 20 | SECTION 2. The change in law made by this Act applies only | |
21 | 21 | to an application to obtain a license to carry a handgun submitted | |
22 | 22 | on or after the effective date of this Act. An application | |
23 | 23 | submitted before the effective date of this Act is governed by the | |
24 | 24 | law in effect on the date the application was submitted, and the | |
25 | 25 | former law is continued in effect for that purpose. | |
26 | 26 | SECTION 3. This Act takes effect September 1, 2019. |
