| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 31.004, Education Code, is amended by | |
| 11 | 11 | adding Subsections (c) and (d) to read as follows: | |
| 12 | 12 | (c) As part of the annual certification required under | |
| 13 | 13 | Subsection (a), each school district and open-enrollment charter | |
| 14 | 14 | school shall prepare a list that specifically identifies the | |
| 15 | 15 | instructional materials provided to each student by the district or | |
| 16 | 16 | school that cover each element of the essential knowledge and | |
| 17 | 17 | skills. | |
| 18 | 18 | (d) The commissioner shall adopt rules as necessary to | |
| 19 | 19 | implement this section. The rules must include the format in which | |
| 20 | 20 | each school district and open-enrollment charter school must | |
| 21 | 21 | provide the list required under Subsection (c). | |
| 22 | 22 | SECTION 2. This Act applies beginning with the 2019-2020 | |
| 23 | 23 | school year. | |
| 24 | 24 | SECTION 3. This Act takes effect immediately if it receives | |
| 25 | 25 | a vote of two-thirds of all the members elected to each house, as | |
| 26 | 26 | provided by Section 39, Article III, Texas Constitution. If this | |
| 27 | 27 | Act does not receive the vote necessary for immediate effect, this | |
| 28 | 28 | Act takes effect September 1, 2019. |
