66 AN ACT
77 relating to voter registration on issuance or change of a driver's
88 license or identification card by the Department of Public Safety.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 13.002(a), Election Code, is amended to
1111 read as follows:
1212 (a) A person desiring to register to vote must submit an
1313 application to the registrar of the county in which the person
1414 resides. Except as provided by Subsection (e) or Subchapter C,
1515 Chapter 20, an application must be submitted by personal delivery,
1616 by mail, or by telephonic facsimile machine in accordance with
1717 Sections 13.143(d) and (d-2).
1818 SECTION 2. Section 20.062, Election Code, is amended by
1919 amending Subsection (a) and adding Subsection (d) to read as
2020 follows:
2121 Sec. 20.062. DEPARTMENT FORMS AND PROCEDURE. (a) The
2222 Department of Public Safety shall prescribe and use a form and
2323 procedure that combines the department's application form for a
2424 license or card with an officially prescribed voter registration
2525 application form for each U.S. citizen who applies in person at the
2626 department's offices or online at the department's Internet
2727 website.
2828 (d) A procedure prescribed under this section must provide
2929 for the electronic transmission of an applicant's voter
3030 registration data by the department to the secretary of state in
3131 accordance with Section 20.066.
3232 SECTION 3. Sections 20.063(a) and (c), Election Code, are
3333 amended to read as follows:
3434 (a) The Department of Public Safety shall provide to each
3535 U.S. Citizen person who applies in person or online at the
3636 department's Internet website [at the department's offices] for an
3737 original or renewal of a driver's license, a personal
3838 identification card, or a duplicate or corrected license or card an
3939 opportunity to complete a voter registration application form.
4040 (c) A change of address that relates to a license or card and
4141 that is submitted to the department in person, [or] by mail, or
4242 online at the department's Internet website serves as a change of
4343 address for voter registration unless the licensee or cardholder
4444 indicates that the change is not for voter registration purposes.
4545 The date of submission of a change of address to a department
4646 employee is considered to be the date of submission to the voter
4747 registrar for the purpose of determining the effective date of
4848 registration [only].
4949 SECTION 4. This Act takes effect September 1, 2019.
