66 AN ACT
77 relating to a prohibition on certain contracts for construction
88 projects by governmental entities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 2269, Government Code, is
1111 amended by adding Section 2269.060 to read as follows:
1212 Sec. 2269.060. PROHIBITION ON CERTAIN CONTRACTS. A
1313 contract entered into by a governmental entity under a method
1414 authorized by this chapter, other than the job order contract
1515 method authorized under Subchapter I, may cover only a single
1616 integrated project. A governmental entity may not enter into a
1717 contract for aggregated projects at multiple locations.
1818 SECTION 2. The change in law made by this Act applies only
1919 to a contract for which a governmental entity first advertises or
2020 otherwise solicits bids, proposals, offers, or qualifications or
2121 makes a similar solicitation on or after the effective date of this
2222 Act. A contract for which a governmental entity first advertises or
2323 otherwise solicits bids, proposals, offers, or qualifications or
2424 makes a similar solicitation before the effective date of this Act
2525 is governed by the law in effect on the date the advertisement or
2626 solicitation is made, and that law is continued in effect for that
2727 purpose.
2828 SECTION 3. This Act takes effect September 1, 2019.
