| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 2269, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 2269.060 to read as follows: |
|---|
| 12 | 12 | | Sec. 2269.060. PROHIBITION ON CERTAIN CONTRACTS. A |
|---|
| 13 | 13 | | contract entered into by a governmental entity under a method |
|---|
| 14 | 14 | | authorized by this chapter, other than the job order contract |
|---|
| 15 | 15 | | method authorized under Subchapter I, may cover only a single |
|---|
| 16 | 16 | | integrated project. A governmental entity may not enter into a |
|---|
| 17 | 17 | | contract for aggregated projects at multiple locations. |
|---|
| 18 | 18 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 19 | 19 | | to a contract for which a governmental entity first advertises or |
|---|
| 20 | 20 | | otherwise solicits bids, proposals, offers, or qualifications or |
|---|
| 21 | 21 | | makes a similar solicitation on or after the effective date of this |
|---|
| 22 | 22 | | Act. A contract for which a governmental entity first advertises or |
|---|
| 23 | 23 | | otherwise solicits bids, proposals, offers, or qualifications or |
|---|
| 24 | 24 | | makes a similar solicitation before the effective date of this Act |
|---|
| 25 | 25 | | is governed by the law in effect on the date the advertisement or |
|---|
| 26 | 26 | | solicitation is made, and that law is continued in effect for that |
|---|
| 27 | 27 | | purpose. |

| 28 | 28 | | SECTION 3. This Act takes effect September 1, 2019. |
