66 relating to navigation districts.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Section 5007.001, Special District Local Laws
99 Code, is amended to read as follows:
1010 Sec. 5007.001. DEFINITIONS. In this chapter:
1111 (1) "Authority" means the Port of Houston Authority of
1212 Harris County, Texas.
1313 (2) "Executive director" means the executive director
1414 of the authority.
1515 (3) "Port commission" means the navigation and canal
1616 commission of the authority.
1717 (4) "Port commissioner" means a member of the port
1818 commission.
1919 (5) "Harbormaster" means an official who supervises
2020 operations in the Houston Ship Channel and administers its rules.
2121 SECTION 2. Subchapter A, Chapter 60, Water Code, is amended
2222 by adding Section 60.005 to read as follows:
2323 Sec. 60.005. WIDENING AND DEEPENING. A district may
2424 solicit and accept gifts, grants, and donations from any public or
2525 private source for the purposes of widening and deepening navigable
2626 channels of the district.
2727 SECTION 3. Section 66.002, Transportation Code, is amended
2828 to read as follows:
2929 Sec. 66.002. DEFINITIONS. In this chapter:
3030 (1) "Board" means the board of pilot commissioners for
3131 Harris County ports.
3232 (2) "Consignee" means a person, including a master,
3333 owner, agent, subagent, firm, or corporation or any combination of
3434 those persons, who enters or clears a vessel at the office of the
3535 collector of customs.
3636 (3) "Harbormaster" means an official who supervises
3737 operations in a Harris County port and administers its rules.
3838 (4) "Harris County port" means a place in Harris
3939 County into which a vessel enters or from which a vessel departs and
4040 the waterway leading to that place from the Gulf of Mexico.
4141 (5) "Pilot" means a person who is licensed as a branch
4242 pilot or certified as a deputy branch pilot under this chapter.
4343 (6) "Pilotage rate" means the remuneration a pilot may
4444 lawfully charge a vessel for pilot services.
4545 (7) "Pilot services" means acts of a pilot in
4646 conducting a vessel through the navigable water in this state and
4747 the ports in which the pilot is licensed or certified as a pilot.
4848 (8) "Vessel" means an oceangoing, self-propelled
4949 vessel.
5050 SECTION 4. This Act takes effect September 1, 2019.
