| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Section 5007.001, Special District Local Laws |
|---|
| 9 | 9 | | Code, is amended to read as follows: |
|---|
| 10 | 10 | | Sec. 5007.001. DEFINITIONS. In this chapter: |
|---|
| 11 | 11 | | (1) "Authority" means the Port of Houston Authority of |
|---|
| 12 | 12 | | Harris County, Texas. |
|---|
| 13 | 13 | | (2) "Executive director" means the executive director |
|---|
| 14 | 14 | | of the authority. |
|---|
| 15 | 15 | | (3) "Port commission" means the navigation and canal |
|---|
| 16 | 16 | | commission of the authority. |
|---|
| 17 | 17 | | (4) "Port commissioner" means a member of the port |
|---|
| 18 | 18 | | commission. |
|---|
| 19 | 19 | | (5) "Harbormaster" means an official who supervises |
|---|
| 20 | 20 | | operations in the Houston Ship Channel and administers its rules. |
|---|
| 21 | 21 | | SECTION 2. Subchapter A, Chapter 60, Water Code, is amended |
|---|
| 22 | 22 | | by adding Section 60.005 to read as follows: |
|---|
| 23 | 23 | | Sec. 60.005. WIDENING AND DEEPENING. A district may |
|---|
| 24 | 24 | | solicit and accept gifts, grants, and donations from any public or |
|---|
| 25 | 25 | | private source for the purposes of widening and deepening navigable |
|---|
| 26 | 26 | | channels of the district. |
|---|
| 27 | 27 | | SECTION 3. Section 66.002, Transportation Code, is amended |
|---|
| 28 | 28 | | to read as follows: |
|---|
| 29 | 29 | | Sec. 66.002. DEFINITIONS. In this chapter: |
|---|
| 30 | 30 | | (1) "Board" means the board of pilot commissioners for |
|---|
| 31 | 31 | | Harris County ports. |
|---|
| 32 | 32 | | (2) "Consignee" means a person, including a master, |
|---|
| 33 | 33 | | owner, agent, subagent, firm, or corporation or any combination of |
|---|
| 34 | 34 | | those persons, who enters or clears a vessel at the office of the |
|---|
| 35 | 35 | | collector of customs. |
|---|
| 36 | 36 | | (3) "Harbormaster" means an official who supervises |
|---|
| 37 | 37 | | operations in a Harris County port and administers its rules. |
|---|
| 38 | 38 | | (4) "Harris County port" means a place in Harris |
|---|
| 39 | 39 | | County into which a vessel enters or from which a vessel departs and |
|---|
| 40 | 40 | | the waterway leading to that place from the Gulf of Mexico. |
|---|
| 41 | 41 | | (5) "Pilot" means a person who is licensed as a branch |
|---|
| 42 | 42 | | pilot or certified as a deputy branch pilot under this chapter. |
|---|
| 43 | 43 | | (6) "Pilotage rate" means the remuneration a pilot may |
|---|
| 44 | 44 | | lawfully charge a vessel for pilot services. |
|---|
| 45 | 45 | | (7) "Pilot services" means acts of a pilot in |
|---|
| 46 | 46 | | conducting a vessel through the navigable water in this state and |
|---|
| 47 | 47 | | the ports in which the pilot is licensed or certified as a pilot. |
|---|
| 48 | 48 | | (8) "Vessel" means an oceangoing, self-propelled |
|---|
| 49 | 49 | | vessel. |
|---|
| 50 | 50 | | SECTION 4. This Act takes effect September 1, 2019. |
