| 11 | 11 | Local Laws Code, is amended by adding Section 5007.011 to read as | |
| 12 | 12 | follows: | |
| 13 | 13 | Sec. 5007.011. SHIP CHANNEL TRAFFIC. The authority shall | |
| 14 | 14 | control traffic in the ship channel in a manner consistent with: | |
| 15 | 15 | (1) best practices for the navigation of large ships; | |
| 16 | 16 | and | |
| 17 | 17 | (2) fair and equitable access to the ship channel for | |
| 18 | 18 | all vessels. | |
| 19 | 19 | SECTION 2. This Act takes effect September 1, 2019. |
