| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 442, Government Code, is amended by |
|---|
| 11 | 11 | | adding Subchapter B-1 to read as follows: |
|---|
| 12 | 12 | | SUBCHAPTER B-1. STAR OF THE REPUBLIC MUSEUM |
|---|
| 13 | 13 | | Sec. 442.061. DEFINITION. In this subchapter, "museum" |
|---|
| 14 | 14 | | means the Star of the Republic Museum. |
|---|
| 15 | 15 | | Sec. 442.062. JURISDICTION AND MAINTENANCE OF MUSEUM. (a) |
|---|
| 16 | 16 | | The museum and its contents are under the jurisdiction of the |
|---|
| 17 | 17 | | commission. The commission is responsible for the preservation, |
|---|
| 18 | 18 | | maintenance, and operation of the museum. |
|---|
| 19 | 19 | | (b) Notwithstanding Subsection (a), Blinn College District |
|---|
| 20 | 20 | | maintains ownership of the museum, the land on which the museum is |
|---|
| 21 | 21 | | located, and the artifacts in the museum. |
|---|
| 22 | 22 | | (c) Except as provided by Subsection (b), any power or duty |
|---|
| 23 | 23 | | related to the museum formerly vested in any other state agency or |
|---|
| 24 | 24 | | entity is vested solely in the commission. |
|---|
| 25 | 25 | | (d) The commission shall, in coordination with an advisory |
|---|
| 26 | 26 | | committee appointed by the board of trustees of the Blinn College |
|---|
| 27 | 27 | | District, promote the educational and public awareness programs at |
|---|
| 28 | 28 | | the museum, the Washington-on-the-Brazos State Historic Site, and |
|---|
| 29 | 29 | | the Barrington Living History Farm. |
|---|
| 30 | 30 | | Sec. 442.063. GRANTS; DONATIONS. The commission may accept |
|---|
| 31 | 31 | | a grant or donation for any program or purpose of the museum. |
|---|
| 32 | 32 | | SECTION 2. (a) On January 1, 2020, the following are |
|---|
| 33 | 33 | | transferred to the Texas Historical Commission: |
|---|
| 34 | 34 | | (1) all powers and duties of Blinn College District |
|---|
| 35 | 35 | | relating to the Star of the Republic Museum; |
|---|
| 36 | 36 | | (2) all unobligated and unexpended funds |
|---|
| 37 | 37 | | appropriated, donated, or contributed to Blinn College District |
|---|
| 38 | 38 | | designated for the administration of any part of the Star of the |
|---|
| 39 | 39 | | Republic Museum; and |
|---|
| 40 | 40 | | (3) all files and other records of Blinn College |
|---|
| 41 | 41 | | District kept by Blinn College District regarding the Star of the |
|---|
| 42 | 42 | | Republic Museum. |
|---|
| 43 | 43 | | (b) Notwithstanding any other law, Blinn College District |
|---|
| 44 | 44 | | shall continue to perform functions and activities related to the |
|---|
| 45 | 45 | | Star of the Republic Museum until January 1, 2020, and the former |
|---|
| 46 | 46 | | law is continued in effect for that purpose. |
|---|
| 47 | 47 | | SECTION 3. This Act takes effect September 1, 2019. |
