A BILL TO BE ENTITLED
AN ACT
relating to the adoption of social and emotional learning standards
for public school educational programs.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter Z, Chapter 29, Education Code, is
amended by adding Section 29.9061 to read as follows:
Sec. 29.9061. SOCIAL AND EMOTIONAL LEARNING. (a) The State
Board of Education shall adopt developmentally appropriate,
evidence-based standards for social and emotional learning,
including standards regarding:
(1) the development of competency in self-management,
self-awareness, and social awareness for students; and
(2) responsible decision-making.
(b) Each school district shall provide in appropriate
educational programs in each grade level the social and emotional
learning standards adopted under Subsection (a).
SECTION 2. This Act takes effect September 1, 2019.
