66 AN ACT
77 relating to an elective course in human rights in public schools.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1010 amended by adding Section 28.0105 to read as follows:
1111 Sec. 28.0105. ELECTIVE COURSE IN HUMAN RIGHTS. (a) A
1212 school district may offer an elective course in human rights based
1313 on the model curriculum developed under Subsection (b) to students
1414 in middle school, junior high school, and high school. The course
1515 provided to high school students, if offered by the school
1616 district, must meet the requirements for a one-half elective credit
1717 under Section 28.025.
1818 (b) The State Board of Education, in consultation with human
1919 rights activists and academic professionals, shall develop a model
2020 curriculum for an elective course in human rights. The model
2121 curriculum must include:
2222 (1) instruction in:
2323 (A) global awareness;
2424 (B) culture;
2525 (C) the history of human rights; and
2626 (D) the universal declaration of human rights;
2727 and
2828 (2) a community service and leadership component.
2929 SECTION 2. As soon as practicable after the effective date
3030 of this Act, the State Board of Education shall develop the model
3131 curriculum required under Section 28.0105(b), Education Code, as
3232 added by this Act.
3333 SECTION 3. This Act applies beginning with the 2019-2020
3434 school year.
3535 SECTION 4. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2019.
