8 | 8 | Texans (JET) Grant Program. | |
9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 134.004, Education Code, is amended by | |
11 | 11 | adding Subsection (c) to read as follows: | |
12 | 12 | (c) The commission shall allocate at least 25 percent of the | |
13 | 13 | funds available for grants under this chapter in a state fiscal year | |
14 | 14 | to grants to public junior colleges, public technical institutes, | |
15 | 15 | public state colleges, and independent school districts all or part | |
16 | 16 | of which are located in a county that has an unemployment rate that | |
17 | 17 | is greater than the state average unemployment rate, a per capita | |
18 | 18 | income that is less than the state average per capita income, and a | |
19 | 19 | per capita poverty rate exceeding 1-1/2 times the per capita state | |
20 | 20 | poverty rate. The commission shall adopt rules to administer this | |
21 | 21 | subsection, including for identifying entities that qualify for | |
22 | 22 | grants under this subsection. | |
23 | 23 | SECTION 2. This Act applies beginning with grants awarded | |
24 | 24 | for the state fiscal year that begins September 1, 2020. | |
25 | 25 | SECTION 3. This Act takes effect September 1, 2019. |
