55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the allocation of funds under the Jobs and Education for
88 Texans (JET) Grant Program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 134.004, Education Code, is amended by
1111 adding Subsection (c) to read as follows:
1212 (c) The commission shall allocate at least 25 percent of the
1313 funds available for grants under this chapter in a state fiscal year
1414 to grants to public junior colleges, public technical institutes,
1515 public state colleges, and independent school districts all or part
1616 of which are located in a county that has an unemployment rate that
1717 is greater than the state average unemployment rate, a per capita
1818 income that is less than the state average per capita income, and a
1919 per capita poverty rate exceeding 1-1/2 times the per capita state
2020 poverty rate. The commission shall adopt rules to administer this
2121 subsection, including for identifying entities that qualify for
2222 grants under this subsection.
2323 SECTION 2. This Act applies beginning with grants awarded
2424 for the state fiscal year that begins September 1, 2020.
2525 SECTION 3. This Act takes effect September 1, 2019.
