77 relating to state agency energy savings programs.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Chapter 447, Government Code, is amended by
1010 adding Section 447.014 to read as follows:
1111 Sec. 447.014. STATE AGENCY ENERGY SAVINGS PROGRAM. (a)
1212 Each state agency shall develop and submit to the state energy
1313 conservation office and the Legislative Budget Board a plan to:
1414 (1) conserve energy, including reducing the use of
1515 electricity, gasoline, and natural gas by at least 10 percent by
1616 December 1, 2020;
1717 (2) reduce greenhouse gas emissions by 40 percent by
1818 2030; and
1919 (3) obtain up to 25 percent of the energy used by the
2020 agency from carbon-free sources, including wind or solar energy, by
2121 2030.
2222 (b) A plan described by Subsection (a) must project fiscal
2323 savings associated with the plan and a percentage of overall carbon
2424 emissions reduction.
2525 (c) Each state agency shall submit quarterly to the state
2626 energy conservation office and the Legislative Budget Board a
2727 report describing progress towards implementing the plan described
2828 by Subsection (a) and any additional ideas for energy savings.
2929 SECTION 2. (a) Not later than January 1, 2021, each state
3030 agency shall deliver to the state energy conservation office and
3131 the Legislative Budget Board the plan required by Section
3232 447.014(a), Government Code, as added by this Act.
3333 (b) Not later than April 1, 2021, each state agency shall
3434 deliver to the state energy conservation office and the Legislative
3535 Budget Board the first quarterly report required by Section
3636 447.014(c), Government Code, as added by this Act.
3737 SECTION 3. This Act takes effect September 1, 2019.
