| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 447, Government Code, is amended by |
|---|
| 10 | 10 | | adding Section 447.014 to read as follows: |
|---|
| 11 | 11 | | Sec. 447.014. STATE AGENCY ENERGY SAVINGS PROGRAM. (a) |
|---|
| 12 | 12 | | Each state agency shall develop and submit to the state energy |
|---|
| 13 | 13 | | conservation office and the Legislative Budget Board a plan to: |
|---|
| 14 | 14 | | (1) conserve energy, including reducing the use of |
|---|
| 15 | 15 | | electricity, gasoline, and natural gas by at least 10 percent by |
|---|
| 16 | 16 | | December 1, 2020; |
|---|
| 17 | 17 | | (2) reduce greenhouse gas emissions by 40 percent by |
|---|
| 18 | 18 | | 2030; and |
|---|
| 19 | 19 | | (3) obtain up to 25 percent of the energy used by the |
|---|
| 20 | 20 | | agency from carbon-free sources, including wind or solar energy, by |
|---|
| 21 | 21 | | 2030. |

| 22 | 22 | | (b) A plan described by Subsection (a) must project fiscal |
|---|
| 23 | 23 | | savings associated with the plan and a percentage of overall carbon |
|---|
| 24 | 24 | | emissions reduction. |
|---|
| 25 | 25 | | (c) Each state agency shall submit quarterly to the state |
|---|
| 26 | 26 | | energy conservation office and the Legislative Budget Board a |
|---|
| 27 | 27 | | report describing progress towards implementing the plan described |
|---|
| 28 | 28 | | by Subsection (a) and any additional ideas for energy savings. |
|---|
| 29 | 29 | | SECTION 2. (a) Not later than January 1, 2021, each state |
|---|
| 30 | 30 | | agency shall deliver to the state energy conservation office and |
|---|
| 31 | 31 | | the Legislative Budget Board the plan required by Section |
|---|
| 32 | 32 | | 447.014(a), Government Code, as added by this Act. |
|---|
| 33 | 33 | | (b) Not later than April 1, 2021, each state agency shall |
|---|
| 34 | 34 | | deliver to the state energy conservation office and the Legislative |
|---|
| 35 | 35 | | Budget Board the first quarterly report required by Section |
|---|
| 36 | 36 | | 447.014(c), Government Code, as added by this Act. |
|---|
| 37 | 37 | | SECTION 3. This Act takes effect September 1, 2019. |
