| 8 | 8 | | metropolitan planning organizations. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter D, Chapter 472, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 472.037 to read as follows: |
|---|
| 12 | 12 | | Sec. 472.037. MAJOR THOROUGHFARE PLAN. (a) This section |
|---|
| 13 | 13 | | applies only to a metropolitan planning organization responsible |
|---|
| 14 | 14 | | for transportation planning for a county that: |
|---|
| 15 | 15 | | (1) is located on an international border; and |
|---|
| 16 | 16 | | (2) has a population of at least 700,000 and not more |
|---|
| 17 | 17 | | than 800,000. |
|---|
| 18 | 18 | | (b) Notwithstanding any other law and to the extent allowed |
|---|
| 19 | 19 | | by federal law, the policy board of a metropolitan planning |
|---|
| 20 | 20 | | organization to which this section applies shall include in any |
|---|
| 21 | 21 | | major thoroughfare plan adopted by the policy board a portion of a |
|---|
| 22 | 22 | | roadway that: |
|---|
| 23 | 23 | | (1) connects two major arterial thoroughfares that |
|---|
| 24 | 24 | | lead into a municipality that is located on an international |
|---|
| 25 | 25 | | border; |
|---|
| 26 | 26 | | (2) consists of approximately one mile of two-lane |
|---|
| 27 | 27 | | roadway extending east and west between two state highways, the |
|---|
| 28 | 28 | | east segment of which consists of approximately 3,200 feet of |
|---|
| 29 | 29 | | concrete pavement with partial curb and the west segment of which |
|---|
| 30 | 30 | | consists of approximately 2,100 feet of hot mix pavement with no |
|---|
| 31 | 31 | | curb; and |
|---|
| 32 | 32 | | (3) is classified as a minor collector connecting two |
|---|
| 33 | 33 | | principal arterial thoroughfares and considered on-system. |
|---|
| 34 | 34 | | SECTION 2. As soon as practicable after the effective date |
|---|
| 35 | 35 | | of this Act, a metropolitan planning organization subject to |
|---|
| 36 | 36 | | Section 472.037, Transportation Code, as added by this Act, shall |
|---|
| 37 | 37 | | adopt a major thoroughfare plan in accordance with that section. |
|---|
| 38 | 38 | | SECTION 3. This Act takes effect September 1, 2019. |
