66 AN ACT
77 relating to major thoroughfare plans adopted by certain
88 metropolitan planning organizations.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter D, Chapter 472, Transportation Code,
1111 is amended by adding Section 472.037 to read as follows:
1212 Sec. 472.037. MAJOR THOROUGHFARE PLAN. (a) This section
1313 applies only to a metropolitan planning organization responsible
1414 for transportation planning for a county that:
1515 (1) is located on an international border; and
1616 (2) has a population of at least 700,000 and not more
1717 than 800,000.
1818 (b) Notwithstanding any other law and to the extent allowed
1919 by federal law, the policy board of a metropolitan planning
2020 organization to which this section applies shall include in any
2121 major thoroughfare plan adopted by the policy board a portion of a
2222 roadway that:
2323 (1) connects two major arterial thoroughfares that
2424 lead into a municipality that is located on an international
2525 border;
2626 (2) consists of approximately one mile of two-lane
2727 roadway extending east and west between two state highways, the
2828 east segment of which consists of approximately 3,200 feet of
2929 concrete pavement with partial curb and the west segment of which
3030 consists of approximately 2,100 feet of hot mix pavement with no
3131 curb; and
3232 (3) is classified as a minor collector connecting two
3333 principal arterial thoroughfares and considered on-system.
3434 SECTION 2. As soon as practicable after the effective date
3535 of this Act, a metropolitan planning organization subject to
3636 Section 472.037, Transportation Code, as added by this Act, shall
3737 adopt a major thoroughfare plan in accordance with that section.
3838 SECTION 3. This Act takes effect September 1, 2019.
