A BILL TO BE ENTITLED
AN ACT
relating to the introduction of the appropriations bill.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 322.008, Government Code, is amended by
amending Subsection (a) and adding Subdivisions (1) and (2) to read
as follows:
Sec. 322.008. APPROPRIATIONS BILL. (a) The director,
under the direction of the board and members of the House Committee
on Appropriations and Senate Committee on Finance, shall prepare
the general appropriations bill for introduction at each regular
legislative session, provided that:
(1) the members of the House Committee on
Appropriations and Senate Committee on Finance are presented with
the information for each recommended appropriation before the
appropriations bill is introduced; and
(2) the members of the House Appropriations Committee
and Senate Committee on Finance authorize each appropriation in the
introduced appropriations bill before the appropriations bill is
introduced.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2019.
