| 7 | 7 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 8 | 8 | SECTION 1. Section 322.008, Government Code, is amended by | |
| 9 | 9 | amending Subsection (a) and adding Subdivisions (1) and (2) to read | |
| 10 | 10 | as follows: | |
| 11 | 11 | Sec. 322.008. APPROPRIATIONS BILL. (a) The director, | |
| 12 | 12 | under the direction of the board and members of the House Committee | |
| 13 | 13 | on Appropriations and Senate Committee on Finance, shall prepare | |
| 14 | 14 | the general appropriations bill for introduction at each regular | |
| 15 | 15 | legislative session, provided that: | |
| 16 | 16 | (1) the members of the House Committee on | |
| 17 | 17 | Appropriations and Senate Committee on Finance are presented with | |
| 18 | 18 | the information for each recommended appropriation before the | |
| 19 | 19 | appropriations bill is introduced; and | |
| 20 | 20 | (2) the members of the House Appropriations Committee | |
| 21 | 21 | and Senate Committee on Finance authorize each appropriation in the | |
| 22 | 22 | introduced appropriations bill before the appropriations bill is | |
| 23 | 23 | introduced. | |
| 24 | 24 | SECTION 2. This Act takes effect immediately if it receives | |
| 25 | 25 | a vote of two-thirds of all the members elected to each house, as | |
| 26 | 26 | provided by Section 39, Article III, Texas Constitution. If this | |
| 27 | 27 | Act does not receive the vote necessary for immediate effect, this | |
| 28 | 28 | Act takes effect September 1, 2019. |
