44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the provision of a quality and globally competitive
77 education as a mission of the public education system.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 4.001, Education Code, is amended to
1010 read as follows:
1111 Sec. 4.001. PUBLIC EDUCATION MISSION AND OBJECTIVES. (a)
1212 The mission of the public education system of this state is to
1313 ensure that all Texas children have access to a quality and globally
1414 competitive education that enables them to achieve their potential
1515 and fully participate now and in the future in the social, economic,
1616 and educational opportunities of our state and nation. That mission
1717 is grounded on the conviction that a general diffusion of knowledge
1818 is essential for the welfare of this state and for the preservation
1919 of the liberties and rights of citizens. It is further grounded on
2020 the conviction that a successful public education system is
2121 directly related to a strong, dedicated, and supportive family and
2222 that parental involvement in the school is essential for the
2323 maximum educational achievement of a child.
2424 (b) The objectives of public education are:
2525 OBJECTIVE 1: Parents will be full partners with educators in
2626 the education of their children.
2727 OBJECTIVE 2: Students will be encouraged and challenged to
2828 meet their full educational potential.
2929 OBJECTIVE 3: Through enhanced dropout prevention efforts,
3030 all students will remain in school until they obtain a high school
3131 diploma.
3232 OBJECTIVE 4: A well-balanced and appropriate curriculum will
3333 be provided to all students. Through that curriculum, students will
3434 be prepared to succeed in a variety of postsecondary activities,
3535 including employment and enrollment in institutions of higher
3636 education.
3737 OBJECTIVE 5: Educators will prepare students to be
3838 thoughtful, active citizens who have an appreciation for the basic
3939 values of our state and national heritage and who can understand and
4040 productively function in a free enterprise society.
4141 OBJECTIVE 6: Qualified and highly effective personnel will be
4242 recruited, developed, and retained.
4343 OBJECTIVE 7: The state's students will demonstrate exemplary
4444 performance in comparison to national and international standards.
4545 OBJECTIVE 8: School campuses will maintain a safe and
4646 disciplined environment conducive to student learning.
4747 OBJECTIVE 9: Educators will keep abreast of the development
4848 of creative and innovative techniques in instruction and
4949 administration using those techniques as appropriate to improve
5050 student learning.
5151 OBJECTIVE 10: Technology will be implemented and used to
5252 increase the effectiveness of student learning, instructional
5353 management, staff development, and administration.
5454 OBJECTIVE 11: The State Board of Education, the agency, and
5555 the commissioner shall assist school districts and charter schools
5656 in providing career and technology education to students.
5757 OBJECTIVE 12: After obtaining a high school diploma, students
5858 will earn certificates or degrees from institutions of higher
5959 education in order to compete globally and participate in the
6060 dynamic economy of this state and nation.
6161 SECTION 2. Section 4.0012, Texas Education Code, is hereby
6262 added as follows:
6363 Sec. 4.0012. PUBLIC EDUCATIONAL STANDARDS. (a) During
6464 each regular legislative session, the legislature shall establish
6565 quantifiable educational standards recommended by the Texas
6666 Education Agency and the Texas Higher Education Coordinating Board
6767 that public schools must satisfy during each year of the applicable
6868 biennium for the system of public free schools to remain globally
6969 competitive. The standards take effect for the school year
7070 beginning in the fall of the fifth year following the legislative
7171 session in which the standards were established.
7272 (b) The standards required by Subsection (a) of this section
7373 may not be amended, revised, or repealed except by an affirmative
7474 vote of two-thirds of the membership of each house of the
7575 legislature.
7676 SECTION 3. Section 4.0013, Texas Education Code, is hereby
7777 added as follows:
7878 Sec. 4.0013. (a) Notwithstanding Section 4.001(a) of this
7979 Chapter, the system of public free schools is not required to be
8080 globally competitive until the 2025-2026 school year.
8181 (b) The standards established by the legislature during
8282 each regular session as required by Section 4.0012(a) of this
8383 chapter must include quantifiable requirements that, when
8484 achieved, result in at least 60 percent of all state residents who
8585 are older than 24 years of age and younger than 35 years of age
8686 holding a certificate or degree from an institution of higher
8787 education not later than 2030.
8888 (d) This subsection expires January 1, 2031.
8989 SECTION 4. This Act applies beginning with the 2019-2020
9090 school year.
9191 SECTION 5. This Act takes effect immediately if it receives
9292 a vote of two-thirds of all the members elected to each house, as
9393 provided by Section 39, Article III, Texas Constitution. If this
9494 Act does not receive the vote necessary for immediate effect, this
9595 Act takes effect September 1, 2019.
