| 9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 12 | | SECTION 1. STUDY AND REPORT. (a) The Parks and Wildlife |
|---|
| 11 | 13 | | Department and the Texas Commission on Environmental Quality |
|---|
| 12 | 14 | | jointly shall conduct a study on the optimum water level of Falcon |
|---|
| 13 | 15 | | Lake. The study must examine: |
|---|
| 14 | 16 | | (1) the optimum water level for recreational fishing; |
|---|
| 15 | 17 | | and |
|---|
| 16 | 18 | | (2) the factors that contribute to the rise and fall in |
|---|
| 17 | 19 | | water levels. |
|---|
| 18 | 20 | | (b) Not later than December 1, 2020, the Parks and Wildlife |
|---|
| 19 | 21 | | Department and the Texas Commission on Environmental Quality shall |
|---|
| 20 | 22 | | submit to the governor, lieutenant governor, and speaker of the |
|---|
| 21 | 23 | | house of representatives a report that includes: |
|---|
| 22 | 24 | | (1) the findings of the study conducted under this |
|---|
| 23 | 25 | | section; and |
|---|
| 24 | 26 | | (2) recommendations on maintaining the optimum water |
|---|
| 25 | 27 | | level for recreational fishing on Falcon Lake. |
|---|
| 26 | 28 | | SECTION 2. EXPIRATION DATE. This Act expires September 1, |
|---|
| 27 | 29 | | 2021. |
|---|
| 28 | 30 | | SECTION 3. EFFECTIVE DATE. This Act takes effect |
|---|
| 29 | 31 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 30 | 32 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 31 | 33 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 32 | 34 | | immediate effect, this Act takes effect September 1, 2019. |
