| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 531, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 531.0122 to read as follows: |
|---|
| 12 | 12 | | Sec. 531.0121. WORKGROUP ON UNIFORM QUALITY MEASURES UNDER |
|---|
| 13 | 13 | | A VALUE-BASED PROGRAM FOR LONG-TERM SERVICES AND SUPPORTS. (a) |
|---|
| 14 | 14 | | Within a committee established under Section 531.012 that studies |
|---|
| 15 | 15 | | quality improvement and value-based payment initiatives, the |
|---|
| 16 | 16 | | Commission shall establish a workgroup to engage stakeholders |
|---|
| 17 | 17 | | representing clients, providers, and other relevant industries |
|---|
| 18 | 18 | | providing community long-term services and supports to develop |
|---|
| 19 | 19 | | uniform quality measures under a value-based program for long-term |
|---|
| 20 | 20 | | services and supports including: |
|---|
| 21 | 21 | | (1) developing the underlying methodology for |
|---|
| 22 | 22 | | measuring quality under a value-based program; |
|---|
| 23 | 23 | | (2) identifying the data sources used under the |
|---|
| 24 | 24 | | methodology; and |
|---|
| 25 | 25 | | (3) establishing a process for the reporting, |
|---|
| 26 | 26 | | collecting, and validating of the data used in the methodology. |
|---|
| 27 | 27 | | (b) Data collected shall be accessible to the public |
|---|
| 28 | 28 | | including the quality metrics. |
|---|
| 29 | 29 | | (c) Through the workgroup process and upon agreement of the |
|---|
| 30 | 30 | | full committee, the commission shall establish a plan and timeline |
|---|
| 31 | 31 | | for implementing the measures as defined by this Subchapter. |
|---|
| 32 | 32 | | (d) The commission shall submit a report on the plan and |
|---|
| 33 | 33 | | timeline for implementing the uniform quality measures to the |
|---|
| 34 | 34 | | governor, lieutenant governor, speaker of the house, and each |
|---|
| 35 | 35 | | standing committee with jurisdiction overseeing the financing, |
|---|
| 36 | 36 | | operation, and management of Medicaid no later than September 1, |
|---|
| 37 | 37 | | 2020. |
|---|
| 38 | 38 | | SECTION 2. This Act takes effect September 1, 2019. |
