55 AN ACT
66 relating to the creation of a workgroup to study uniform quality
77 measures under a value-based program for long-term services and
88 supports.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 531, Government Code, is
1111 amended by adding Section 531.0122 to read as follows:
1212 Sec. 531.0121. WORKGROUP ON UNIFORM QUALITY MEASURES UNDER
1313 A VALUE-BASED PROGRAM FOR LONG-TERM SERVICES AND SUPPORTS. (a)
1414 Within a committee established under Section 531.012 that studies
1515 quality improvement and value-based payment initiatives, the
1616 Commission shall establish a workgroup to engage stakeholders
1717 representing clients, providers, and other relevant industries
1818 providing community long-term services and supports to develop
1919 uniform quality measures under a value-based program for long-term
2020 services and supports including:
2121 (1) developing the underlying methodology for
2222 measuring quality under a value-based program;
2323 (2) identifying the data sources used under the
2424 methodology; and
2525 (3) establishing a process for the reporting,
2626 collecting, and validating of the data used in the methodology.
2727 (b) Data collected shall be accessible to the public
2828 including the quality metrics.
2929 (c) Through the workgroup process and upon agreement of the
3030 full committee, the commission shall establish a plan and timeline
3131 for implementing the measures as defined by this Subchapter.
3232 (d) The commission shall submit a report on the plan and
3333 timeline for implementing the uniform quality measures to the
3434 governor, lieutenant governor, speaker of the house, and each
3535 standing committee with jurisdiction overseeing the financing,
3636 operation, and management of Medicaid no later than September 1,
3737 2020.
3838 SECTION 2. This Act takes effect September 1, 2019.
