55 AN ACT
66 relating to certain performance-based incentives and teacher
77 education and development initiatives administered by the Texas
88 Higher Education Coordinating Board.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 62, Education Code, is amended by adding
1111 Subchapter I to read as follows:
1212 SUBCHAPTER I. PERFORMANCE-BASED INCENTIVES AND TEACHER
1313 EDUCATION AND DEVELOPMENT INITIATIVES
1414 Sec. 62.181. DEFINITION. In this subchapter, "institution
1515 of higher education" has the meaning assigned by Section 61.003.
1616 Sec. 62.182. FUNDING. The legislature may appropriate
1717 funding for programs established under this subchapter from any
1818 available source.
1919 Sec. 62.183. PERFORMANCE-BASED INCENTIVES. (a) From
2020 funds appropriated for the purpose, the coordinating board shall
2121 provide performance-based incentives to institutions of higher
2222 education based on the achievement of progress toward the goals
2323 established under the state's master plan for higher education
2424 developed under Section 61.051. The coordinating board shall
2525 include adult education, including vocational education, provided
2626 by the Windham School District in the incentive measures developed
2727 under this section.
2828 (b) The coordinating board shall determine eligibility
2929 criteria for and the amount of a performance-based incentive
3030 provided under this section.
3131 Sec. 62.184. TEACHER EDUCATION AND DEVELOPMENT
3232 INITIATIVES. (a) The coordinating board shall provide grants or
3333 other funding to support teacher education and development
3434 initiatives.
3535 (b) The initiatives may include:
3636 (1) development of or support for high quality
3737 professional development for teachers to increase teacher quality
3838 and student outcomes;
3939 (2) student loan forgiveness programs for
4040 high-performing students who graduate from an institution of higher
4141 education and who commit to teaching in the public schools in this
4242 state for at least eight years immediately following graduation;
4343 (3) the development of a teaching associate degree
4444 program at institutions of higher education that incorporates a
4545 two-year intensive teaching mentorship under a high-performing
4646 teacher and that leads to a teacher certification under Subchapter
4747 B, Chapter 21; or
4848 (4) a competitive grant program for high-performing
4949 teachers at public schools in this state to support grant
5050 recipients' proposals for innovative or promising projects to
5151 improve teacher quality or effectiveness, including projects to
5252 improve or develop best instructional practices, dual language
5353 instruction, professional development curricula for career and
5454 technical education teachers, and conferences or other measures to
5555 promote best pedagogical practices.
5656 (c) The coordinating board shall determine eligibility
5757 criteria for and the amount of funding provided for each initiative
5858 under this section.
5959 Sec. 62.185. RULES. The coordinating board shall adopt
6060 rules for the administration of this subchapter.
6161 SECTION 2. This Act takes effect January 1, 2020.
