66 AN ACT
77 relating to required suicide prevention training for certain health
88 care practitioners.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1111 amended by adding Section 531.0412 to read as follows:
1212 Sec. 531.0412. SUICIDE PREVENTION TRAINING COURSES. (a)
1313 The commission, in consultation with the state agency responsible
1414 for licensing and regulating the applicable profession, shall
1515 approve suicide prevention training courses for purposes of
1616 Sections 156.060, 201.357, 204.159, 301.308, 453.256, 454.256,
1717 501.305, 502.304, 503.357, 504.207, and 505.406, Occupations Code.
1818 (b) A course approved under Subsection (a):
1919 (1) must include training in suicide screening and
2020 referral; and
2121 (2) may include, as applicable, training in:
2222 (A) suicide assessment, other than screening and
2323 referral;
2424 (B) suicide treatment; and
2525 (C) suicide management.
2626 SECTION 2. Subchapter B, Chapter 156, Occupations Code, is
2727 amended by adding Section 156.060 to read as follows:
2828 Sec. 156.060. SUICIDE PREVENTION TRAINING. (a) Each
2929 person licensed to practice medicine in this state shall complete
3030 one hour of suicide prevention training approved by the Health and
3131 Human Services Commission under Section 531.0412, Government Code.
3232 (b) The board may not renew the registration permit of a
3333 license holder who does not complete the training required by this
3434 section.
3535 SECTION 3. Subchapter H, Chapter 201, Occupations Code, is
3636 amended by adding Section 201.357 to read as follows:
3737 Sec. 201.357. SUICIDE PREVENTION TRAINING. (a) A license
3838 holder shall complete one hour of suicide prevention training
3939 approved by the Health and Human Services Commission under Section
4040 531.0412, Government Code.
4141 (b) The board may not renew the license of a license holder
4242 who has not completed the training required by this section.
4343 SECTION 4. Subchapter D, Chapter 204, Occupations Code, is
4444 amended by adding Section 204.159 to read as follows:
4545 Sec. 204.159. SUICIDE PREVENTION TRAINING. (a) A license
4646 holder shall complete one hour of suicide prevention training
4747 approved by the Health and Human Services Commission under Section
4848 531.0412, Government Code.
4949 (b) The physician assistant board may not renew the license
5050 of a license holder who has not completed the training required by
5151 this section.
5252 SECTION 5. Subchapter G, Chapter 301, Occupations Code, is
5353 amended by adding Section 301.308 to read as follows:
5454 Sec. 301.308. SUICIDE PREVENTION TRAINING. (a) A license
5555 holder shall complete one hour of suicide prevention training
5656 approved by the Health and Human Services Commission under Section
5757 531.0412, Government Code.
5858 (b) The board may not renew the license of a license holder
5959 who has not completed the training required by this section.
6060 SECTION 6. Subchapter F, Chapter 453, Occupations Code, is
6161 amended by adding Section 453.256 to read as follows:
6262 Sec. 453.256. SUICIDE PREVENTION TRAINING. (a) A license
6363 holder shall complete one hour of suicide prevention training
6464 approved by the Health and Human Services Commission under Section
6565 531.0412, Government Code.
6666 (b) The board may not renew the license of a license holder
6767 who has not completed the training required by this section.
6868 SECTION 7. Subchapter F, Chapter 454, Occupations Code, is
6969 amended by adding Section 454.256 to read as follows:
7070 Sec. 454.256. SUICIDE PREVENTION TRAINING. (a) A license
7171 holder shall complete six hours of suicide prevention training
7272 approved by the Health and Human Services Commission under Section
7373 531.0412, Government Code, in the six years preceding the date the
7474 license holder applies for renewal.
7575 (b) The board may not renew the license of a license holder
7676 who does not complete the training required by this section.
7777 (c) A license holder may complete the training required by
7878 this section:
7979 (1) as part of the continuing education program under
8080 Section 454.254; and
8181 (2) in more than one training session.
8282 SECTION 8. Subchapter G, Chapter 501, Occupations Code, is
8383 amended by adding Section 501.305 to read as follows:
8484 Sec. 501.305. SUICIDE PREVENTION TRAINING. (a) A license
8585 holder shall complete six hours of suicide prevention training
8686 approved by the Health and Human Services Commission under Section
8787 531.0412, Government Code, in the six years preceding the date the
8888 license holder applies for renewal.
8989 (b) The board may not renew the license of a license holder
9090 who does not complete the training required by this section.
9191 (c) A license holder may complete the training required by
9292 this section:
9393 (1) as part of the continuing education program under
9494 Section 501.304; and
9595 (2) in more than one training session.
9696 SECTION 9. Subchapter G, Chapter 502, Occupations Code, is
9797 amended by adding Section 502.304 to read as follows:
9898 Sec. 502.304. SUICIDE PREVENTION TRAINING. (a) A license
9999 holder shall complete six hours of suicide prevention training
100100 approved by the Health and Human Services Commission under Section
101101 531.0412, Government Code, in the six years preceding the date the
102102 license holder applies for renewal.
103103 (b) The board may not renew the license of a license holder
104104 who does not complete the training required by this section.
105105 (c) A license holder may complete the training required by
106106 this section:
107107 (1) as part of the continuing education program under
108108 Section 502.303; and
109109 (2) in more than one training session.
110110 SECTION 10. Section 503.351, Occupations Code, is amended
111111 to read as follows:
112112 Sec. 503.351. RENEWAL; ELIGIBILITY. A person licensed
113113 under this chapter may renew the license biennially if the person:
114114 (1) is not in violation of this chapter when the person
115115 applies for renewal; [and]
116116 (2) fulfills the continuing education requirements
117117 established by the board; and
118118 (3) fulfills the suicide prevention training
119119 requirement of Section 503.357, as applicable.
120120 SECTION 11. Subchapter H, Chapter 503, Occupations Code, is
121121 amended by adding Section 503.357 to read as follows:
122122 Sec. 503.357. SUICIDE PREVENTION TRAINING. (a) A license
123123 holder shall complete six hours of suicide prevention training
124124 approved by the Health and Human Services Commission under Section
125125 531.0412, Government Code, in the six years preceding the date the
126126 license holder applies for renewal.
127127 (b) The board may not renew the license of a license holder
128128 who does not complete the training required by this section.
129129 (c) A license holder may complete the training required by
130130 this section:
131131 (1) as part of the continuing education program under
132132 Section 503.356; and
133133 (2) in more than one training session.
134134 SECTION 12. Section 504.202, Occupations Code, is amended
135135 to read as follows:
136136 Sec. 504.202. NOTICE OF LICENSE EXPIRATION AND REQUIREMENTS
137137 TO RENEW. Not later than the 31st day before the expiration date of
138138 a person's license, the department shall send to the license holder
139139 at the license holder's last known address according to department
140140 records written notice of:
141141 (1) the impending license expiration;
142142 (2) the amount of the renewal fee; [and]
143143 (3) any continuing education required to renew the
144144 license; and
145145 (4) the suicide prevention training required to renew
146146 the license, if applicable.
147147 SECTION 13. Subchapter E, Chapter 504, Occupations Code, is
148148 amended by adding Section 504.207 to read as follows:
149149 Sec. 504.207. SUICIDE PREVENTION TRAINING. (a) A license
150150 holder shall complete six hours of suicide prevention training
151151 approved by the Health and Human Services Commission under Section
152152 531.0412, Government Code, in the six years preceding the date the
153153 license holder applies for renewal.
154154 (b) The department may not renew the license of a license
155155 holder who does not complete the training required by this section.
156156 (c) A license holder may complete the training required by
157157 this section:
158158 (1) as part of the continuing education program under
159159 Section 504.205; and
160160 (2) in more than one training session.
161161 SECTION 14. Subchapter H, Chapter 505, Occupations Code, is
162162 amended by adding Section 505.406 to read as follows:
163163 Sec. 505.406. SUICIDE PREVENTION TRAINING. (a) A license
164164 holder shall complete six hours of suicide prevention training
165165 approved by the Health and Human Services Commission under Section
166166 531.0412, Government Code, in the six years preceding the date the
167167 license holder applies for renewal.
168168 (b) The board may not renew the license of a license holder
169169 who does not complete the training required by this section.
170170 (c) A license holder may complete the training required by
171171 this section:
172172 (1) as part of the continuing education program under
173173 Section 505.404; and
174174 (2) in more than one training session.
175175 SECTION 15. Not later than December 1, 2019, the Health and
176176 Human Services Commission shall approve suicide prevention
177177 training courses as required by Section 531.0412, Government Code,
178178 as added by this Act.
179179 SECTION 16. The changes in law made by this Act apply only
180180 to the renewal of a license or registration permit on or after
181181 January 1, 2021.
182182 SECTION 17. This Act takes effect September 1, 2019.
