9 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 12 | | SECTION 1. (a) The Texas Workforce Commission shall |
---|
11 | 13 | | conduct a study regarding the cost of child care in this state in |
---|
12 | 14 | | comparison to family income. The study must: |
---|
13 | 15 | | (1) examine: |
---|
14 | 16 | | (A) trends in child-care costs and projections |
---|
15 | 17 | | for future child-care costs; |
---|
16 | 18 | | (B) child-care costs in comparison to family |
---|
17 | 19 | | income based on federal poverty guidelines, state median income, or |
---|
18 | 20 | | other relevant income standards; and |
---|
19 | 21 | | (C) the amount of governmental money estimated or |
---|
20 | 22 | | available to support subsidized child care over the periods used |
---|
21 | 23 | | for the data described in Paragraphs (A) and (B) of this subdivision |
---|
22 | 24 | | and the number of children receiving subsidized child care; and |
---|
23 | 25 | | (2) estimate the number of families eligible to |
---|
24 | 26 | | receive subsidized child care. |
---|
25 | 27 | | (b) Not later than December 15, 2020, the Texas Workforce |
---|
26 | 28 | | Commission shall report the results of the study conducted under |
---|
27 | 29 | | Subsection (a) of this section to the governor, the lieutenant |
---|
28 | 30 | | governor, the speaker of the house of representatives, and each |
---|
29 | 31 | | legislative standing committee with jurisdiction over child-care |
---|
30 | 32 | | facilities. |
---|
31 | 33 | | (c) This section expires September 1, 2021. |
---|
32 | 34 | | SECTION 2. This Act takes effect September 1, 2019. |
