79 relating to a task force to coordinate and make recommendations on
810 parent engagement and education programs provided by state
911 agencies.
1012 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1113 SECTION 1. Chapter 531, Government Code, is amended by
1214 adding Subchapter L-1 to read as follows:
1315 SUBCHAPTER L-1. TASK FORCE ON PARENT ENGAGEMENT AND EDUCATION
1416 PROGRAMS
1517 Sec. 531.431. DEFINITION. In this subchapter, "task
1618 force," unless the context requires otherwise, means the task force
1719 on parent engagement and education programs established under
1820 Section 531.432.
1921 Sec. 531.432. ESTABLISHMENT OF TASK FORCE. The task force
2022 on parent engagement and education programs is established to:
2123 (1) enhance coordination of parent engagement and
2224 evidence-based parent education programs across state agencies;
2325 and
2426 (2) develop comprehensive, statewide best practices
2527 for engaging parents as their children's first and best teachers.
2628 Sec. 531.433. COMPOSITION OF TASK FORCE. The task force is
2729 composed of 13 members as follows:
2830 (1) the executive commissioner;
2931 (2) the commissioner of the Department of Family and
3032 Protective Services;
3133 (3) the executive director of the Texas Workforce
3234 Commission;
3335 (4) the commissioner of the Texas Education Agency;
3436 (5) the executive director of the Texas Department of
3537 Criminal Justice;
3638 (6) the executive director of the Texas Juvenile
3739 Justice Department;
3840 (7) one representative of the Hurricane Harvey Task
3941 Force on School Mental Health Supports appointed by the governor
4042 or, if the task force described by this subdivision does not exist,
4143 one person appointed by the governor who has experience in the
4244 mental health field;
4345 (8) one representative of a county juvenile board or
4446 juvenile probation department appointed by the presiding officer of
4547 the task force;
4648 (9) one representative of a faith-based organization
4749 appointed by the presiding officer of the task force;
4850 (10) one person appointed by the presiding officer of
4951 the task force who has experienced challenges meant to be addressed
5052 by a parent engagement or education program;
5153 (11) one representative of the law enforcement
5254 community appointed by the presiding officer of the task force; and
5355 (12) two persons appointed by the presiding officer of
5456 the task force, each of whom is a parent of or person standing in
5557 parental relation to a school-age child.
5658 Sec. 531.434. PRESIDING OFFICER. The executive
5759 commissioner shall serve as presiding officer.
5860 Sec. 531.435. VACANCY. A vacancy for an appointed member of
5961 the task force shall be filled in the same manner as the original
6062 appointment.
6163 Sec. 531.436. MEETINGS. The task force shall meet at least
6264 quarterly at the call of the presiding officer. The task force
6365 shall meet at other times as determined by the presiding officer.
6466 Sec. 531.437. DUTIES. The task force shall:
6567 (1) receive reports and testimony from individuals,
6668 state and local governmental agencies, community-based
6769 organizations, and other public and private organizations
6870 regarding parent engagement and evidence-based parent education
6971 programs;
7072 (2) identify parent engagement and evidence-based
7173 parent education programs that are being implemented in this state
7274 and describe opportunities for improved coordination among those
7375 programs to:
7476 (A) maximize the programs' effectiveness and
7577 funding; and
7678 (B) align program outcomes; and
7779 (3) develop policy and other recommendations for:
7880 (A) expanding access to parent engagement and
7981 evidence-based parent education programs;
8082 (B) establishing comprehensive statewide best
8183 practice guidelines for those programs; and
8284 (C) establishing methods for using existing
8385 administrative and program data to identify and target program
8486 services to:
8587 (i) appropriate parents in this state;
8688 (ii) communities with the greatest need for
8789 the program services; and
8890 (iii) families exhibiting high levels of
8991 risk factors, which include a preterm birth, poverty, having low
9092 parent educational attainment, having one or more teenage parents,
9193 having poor maternal health, and having parent unemployment or
9294 underemployment.
9395 Sec. 531.438. REPORT. (a) The task force shall prepare a
9496 report that includes:
9597 (1) a description of the activities of the task force;
9698 (2) the findings and recommendations of the task
9799 force, including recommendations described by Section 531.437(3);
98100 and
99101 (3) proposed legislation or recommendations or
100102 information on any other relevant matter that the task force
101103 considers appropriate.
102104 (b) Not later than December 1, 2020, the task force shall
103105 submit the report prepared under this section to the governor, the
104106 lieutenant governor, the speaker of the house of representatives,
105107 and the presiding officers of the standing committees of the senate
106108 and house of representatives having primary jurisdiction over
107109 issues relating to parent engagement and education.
108110 Sec. 531.439. RESPONSIBILITY OF COMMISSION. The commission
109111 shall provide reasonably necessary administrative and technical
110112 support to the task force.
111113 Sec. 531.440. COMPENSATION; REIMBURSEMENT. Appointed
112114 members of the task force serve without compensation and may not be
113115 reimbursed for travel or other expenses incurred while conducting
114116 the business of the task force.
115117 Sec. 531.441. APPLICABILITY OF OTHER LAW. Chapter 2110
116118 does not apply to the task force.
117119 Sec. 531.442. GIFTS, GRANTS, AND DONATIONS. The commission
118120 may accept on behalf of the task force a gift, grant, or donation
119121 from any source to carry out the purposes of this subchapter.
120122 Sec. 531.443. EXPIRATION. The task force is abolished and
121123 this subchapter expires September 1, 2021.
122124 SECTION 2. As soon as practicable after the effective date
123125 of this Act, the governor and the executive commissioner of the
124126 Health and Human Services Commission shall appoint the members of
125127 the task force on parent engagement and education programs as
126128 required by Section 531.433, Government Code, as added by this Act.
127129 SECTION 3. This Act takes effect immediately if it receives
128130 a vote of two-thirds of all the members elected to each house, as
129131 provided by Section 39, Article III, Texas Constitution. If this
130132 Act does not receive the vote necessary for immediate effect, this
131133 Act takes effect September 1, 2019.
