96 relating to the liability of a person who allows handguns to be

118 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
129 SECTION 1. Title 4, Civil Practice and Remedies Code, is
1310 amended by adding Chapter 95A to read as follows:
1411 CHAPTER 95A. LIMITED LIABILITY FOR CERTAIN PERSONS WHO ALLOW
1512 HANDGUNS
1613 Sec. 95A.001. DEFINITION. In this chapter, "license
1714 holder" means a person licensed to carry a handgun under Subchapter
1815 H, Chapter 411, Government Code, or a person with a license to carry
1916 a handgun issued by another state and recognized in this state.
2017 Sec. 95A.002. LIMITED LIABILITY FOR CERTAIN PERSONS WHO
2118 ALLOW HANDGUNS. There is no cause of action against an owner,
2219 lessee, or manager of property based on the owner's, lessee's, or
2320 manager's decision not to exercise the option to forbid the
2421 carrying of handguns by a license holder on the property by
2522 providing notice under Sections 30.06 and 30.07, Penal Code.
2623 SECTION 2. Chapter 95A, Civil Practice and Remedies Code,
2724 as added by this Act, does not apply to a cause of action that
2825 accrued before the effective date of this Act. A cause of action
2926 that accrued before the effective date of this Act is governed by
3027 the law applicable to the cause of action immediately before that
3128 date, and the former law is continued in effect for that purpose.
3229 SECTION 3. This Act takes effect September 1, 2019.
