| 8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Section 13.046, Election Code, is amended by | |
| 10 | 10 | adding Subsections (c-1) and (i) and amending Subsection (h) to | |
| 11 | 11 | read as follows: | |
| 12 | 12 | (c-1) A high school shall always make available | |
| 13 | 13 | registration application forms to students and employees of the | |
| 14 | 14 | school. | |
| 15 | 15 | (h) The secretary of state shall: | |
| 16 | 16 | (1) consult with the Texas Education Agency regarding | |
| 17 | 17 | the number of registration application forms to provide to each | |
| 18 | 18 | high school; | |
| 19 | 19 | (2) provide to each high school registration | |
| 20 | 20 | application forms in the number determined from the consultation | |
| 21 | 21 | under Subdivision (1); and | |
| 22 | 22 | (3) prescribe any additional procedures necessary to | |
| 23 | 23 | implement this section. | |
| 24 | 24 | (i) A registration application form provided or made | |
| 25 | 25 | available under this section must be in the form of the officially | |
| 26 | 26 | prescribed application form for registration by mail under Section | |
| 27 | 27 | 13.121. | |
| 28 | 28 | SECTION 2. This Act applies beginning with the 2019-2020 | |
| 29 | 29 | school year. | |
| 30 | 30 | SECTION 3. This Act takes effect immediately if it receives | |
| 31 | 31 | a vote of two-thirds of all the members elected to each house, as | |
| 32 | 32 | provided by Section 39, Article III, Texas Constitution. If this | |
| 33 | 33 | Act does not receive the vote necessary for immediate effect, this | |
| 34 | 34 | Act takes effect September 1, 2019. |
