66 AN ACT
77 relating to authorizing school districts to reimburse under the
88 Foundation School Program private employers for paid internships
99 provided to certain students in career and technology education
1010 programs in the district.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter F, Chapter 29, Education Code, is
1313 amended by adding Section 29.1871 to read as follows:
1414 Sec. 29.1871. CONTRACT TO REIMBURSE FOR PAID INTERNSHIP.
1515 (a) To encourage private employers to participate with school
1616 districts in providing career and technology education to assist
1717 students in developing the knowledge, skills, and competencies
1818 necessary for a broad range of career opportunities, a school
1919 district may contract with a private employer to reimburse the
2020 employer for all or part of the cost of providing a paid internship
2121 or similar program to a student participating in a career and
2222 technology education program in the district.
2323 (b) A contract described by Subsection (a) must:
2424 (1) require the private employer to provide to the
2525 school district's student a paid internship or similar program that
2626 primarily promotes a public purpose of the district relating to
2727 career and technology education; and
2828 (2) include provisions under which the school district
2929 is granted sufficient control to ensure that the public purpose
3030 under Subdivision (1) is accomplished and the district receives the
3131 return benefit.
3232 (c) In reimbursing a private employer under a contract under
3333 Subsection (a), the school district may use funds allocated to the
3434 district for career and technology education under Section 42.154.
3535 SECTION 2. Section 42.154(c), Education Code, is amended to
3636 read as follows:
3737 (c) Funds allocated under this section, other than an
3838 indirect cost allotment established under State Board of Education
3939 rule, must be used:
4040 (1) in providing career and technology education
4141 programs in grades nine through 12 or career and technology
4242 education programs for students with disabilities in grades seven
4343 through 12 under Sections 29.182, 29.183, and 29.184; or
4444 (2) to reimburse private employers for providing paid
4545 internships or similar programs to students in career and
4646 technology education programs as provided by Section 29.1871.
4747 SECTION 3. This Act applies beginning with the 2019-2020
4848 school year.
4949 SECTION 4. This Act takes effect immediately if it receives
5050 a vote of two-thirds of all the members elected to each house, as
5151 provided by Section 39, Article III, Texas Constitution. If this
5252 Act does not receive the vote necessary for immediate effect, this
5353 Act takes effect September 1, 2019.
