| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 502.402(a), Transportation Code, is | |
| 12 | 12 | amended to read as follows: | |
| 13 | 13 | (a) This section applies only to: | |
| 14 | 14 | (1) a county that: | |
| 15 | 15 | (A) borders the United Mexican States; and | |
| 16 | 16 | (B) has a population of more than 250,000; and | |
| 17 | 17 | (2) a county that has a population of more than 190,000 | |
| 18 | 18 | [1.5 million] that is coterminous with a regional mobility | |
| 19 | 19 | authority. | |
| 20 | 20 | SECTION 2. This Act takes effect immediately if it receives | |
| 21 | 21 | a vote of two-thirds of all the members elected to each house, as | |
| 22 | 22 | provided by Section 39, Article III, Texas Constitution. If this | |
| 23 | 23 | Act does not receive the vote necessary for immediate effect, this | |
| 24 | 24 | Act takes effect September 1, 2019. |
