| 7 | 7 | | relating to the criminal offense of operating certain vehicles |

| 8 | 8 | | without a license plate. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 504.943, Transportation Code, is amended |
|---|
| 11 | 11 | | by amending Subsection (b) and adding Subsection (b-1) to read as |
|---|
| 12 | 12 | | follows: |
|---|
| 13 | 13 | | (b) A person commits an offense if the person operates on a |
|---|
| 14 | 14 | | public highway during a registration period a road tractor, a |
|---|
| 15 | 15 | | motorcycle, a trailer, a [or] semitrailer, or a luxury passenger |
|---|
| 16 | 16 | | car that does not display a license plate that: |
|---|
| 17 | 17 | | (1) has been assigned by the department for the |
|---|
| 18 | 18 | | period; and |
|---|
| 19 | 19 | | (2) complies with department rules regarding the |
|---|
| 20 | 20 | | placement of license plates. |
|---|
| 21 | 21 | | (b-1) In this section, "luxury passenger car" means a |
|---|
| 22 | 22 | | passenger car that has a manufacturer's suggested retail price of |
|---|
| 23 | 23 | | at least $60,000 for a baseline model. |
|---|
| 24 | 24 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 25 | 25 | | to an offense committed on or after the effective date of this Act. |
|---|
| 26 | 26 | | An offense committed before the effective date of this Act is |
|---|
| 27 | 27 | | governed by the law in effect on the date the offense was committed, |
|---|
| 28 | 28 | | and the former law is continued in effect for that purpose. For |
|---|
| 29 | 29 | | purposes of this section, an offense was committed before the |
|---|
| 30 | 30 | | effective date of this Act if any element of the offense occurred |
|---|
| 31 | 31 | | before that date. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect September 1, 2019. |
