66 AN ACT
77 relating to the criminal offense of operating certain vehicles
88 without a license plate.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 504.943, Transportation Code, is amended
1111 by amending Subsection (b) and adding Subsection (b-1) to read as
1212 follows:
1313 (b) A person commits an offense if the person operates on a
1414 public highway during a registration period a road tractor, a
1515 motorcycle, a trailer, a [or] semitrailer, or a luxury passenger
1616 car that does not display a license plate that:
1717 (1) has been assigned by the department for the
1818 period; and
1919 (2) complies with department rules regarding the
2020 placement of license plates.
2121 (b-1) In this section, "luxury passenger car" means a
2222 passenger car that has a manufacturer's suggested retail price of
2323 at least $60,000 for a baseline model.
2424 SECTION 2. The change in law made by this Act applies only
2525 to an offense committed on or after the effective date of this Act.
2626 An offense committed before the effective date of this Act is
2727 governed by the law in effect on the date the offense was committed,
2828 and the former law is continued in effect for that purpose. For
2929 purposes of this section, an offense was committed before the
3030 effective date of this Act if any element of the offense occurred
3131 before that date.
3232 SECTION 3. This Act takes effect September 1, 2019.
