411 AN ACT
512 relating to employment and referral services for veterans and
613 military service members.
714 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
815 SECTION 1. Subchapter A, Chapter 302, Labor Code, is
916 amended by adding Sections 302.0033 and 302.00335 to read as
1017 follows:
1118 Sec. 302.0033. OPERATION WELCOME HOME PROGRAM. (a) The
1219 commission shall establish and administer the Operation Welcome
1320 Home program to expedite the entry of veterans and military service
1421 members into the workforce through the use of enhanced employment
1522 services. In establishing the program, the commission shall build
1623 partnerships between military transition centers and local
1724 workforce development boards to ensure the availability of
1825 employment services, including services related to:
1926 (1) education;
2027 (2) career technical training; and
2128 (3) entrepreneurship.
2229 (b) The commission may award grants to state, local, or
2330 private entities that perform activities related to the purposes of
2431 this section.
2532 (c) The commission shall administer the program using money
2633 previously appropriated to the commission or received from federal
2734 or other sources.
2835 (d) The commission may adopt rules as necessary for the
2936 administration of this section.
3037 Sec. 302.00335. TEXAS VETERANS LEADERSHIP PROGRAM. (a)
3138 The commission, in consultation with the Texas Veterans Commission,
3239 shall establish a Texas Veterans Leadership Program.
3340 (b) The mission of the program is to serve as a resource and
3441 referral network connecting veterans with the resources and tools
3542 they need to lead productive lives and enjoy the full benefits of
3643 the society they have willingly served.
3744 (c) The program shall collaborate with local workforce
3845 development boards to provide services to veterans under this
3946 section. The program may collaborate with other federal, state,
4047 county, municipal, and private agencies to provide services to
4148 veterans under this section.
4249 (d) The program shall employ veterans to serve as veteran
4350 resource and referral specialists. A veteran resource and referral
4451 specialist shall:
4552 (1) seek out veterans in need of services;
4653 (2) serve as a resource and referral agent, directing
4754 veterans to resources tailored to veterans' needs;
4855 (3) make referrals and coordinate with other programs
4956 of the commission, the Texas Veterans Commission, and other
5057 federal, state, county, municipal, and private agencies that
5158 provide services for veterans relating to:
5259 (A) employment;
5360 (B) education and training;
5461 (C) medical care;
5562 (D) mental health and counseling; and
5663 (E) veterans benefits; and
5764 (4) coordinate the services of volunteer veterans
5865 familiar with the obstacles faced by veterans to assist in
5966 mentoring and serving veterans.
6067 SECTION 2. This Act takes effect immediately if it receives
6168 a vote of two-thirds of all the members elected to each house, as
6269 provided by Section 39, Article III, Texas Constitution. If this
6370 Act does not receive the vote necessary for immediate effect, this
6471 Act takes effect September 1, 2019.
