7 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

8 | 14 | | SECTION 1. Subchapter B, Chapter 418, Government Code, is |
---|
9 | 15 | | amended by adding Section 418.0155 to read as follows: |
---|
10 | 16 | | Sec. 418.0155. SUSPENSION LIST. (a) The governor's |
---|
11 | 17 | | office, using existing resources, shall compile and maintain a |
---|
12 | 18 | | comprehensive list of regulatory statutes and rules that may |
---|
13 | 19 | | require suspension during a disaster. |
---|
14 | 20 | | (b) On request by the governor's office, a state agency that |
---|
15 | 21 | | would be impacted by the suspension of a statute or rule on the list |
---|
16 | 22 | | compiled under Subsection (a) shall review the list for accuracy |
---|
17 | 23 | | and shall advise the governor's office regarding any statutes or |
---|
18 | 24 | | rules that should be added to the list. |
---|
19 | 25 | | SECTION 2. Subchapter C, Chapter 418, Government Code, is |
---|
20 | 26 | | amended by adding Section 418.054 to read as follows: |
---|
21 | 27 | | Sec. 418.054. DISASTER PREPARATION CONTRACTS. (a) The |
---|
22 | 28 | | division, in consultation with other state agencies the division |
---|
23 | 29 | | considers appropriate, shall develop a plan to assist political |
---|
24 | 30 | | subdivisions of this state with executing contracts for services |
---|
25 | 31 | | that political subdivisions are likely to need following a |
---|
26 | 32 | | disaster. The plan must include: |
---|
27 | 33 | | (1) training on the benefits to a political |
---|
28 | 34 | | subdivision from executing disaster preparation contracts in |
---|
29 | 35 | | advance of a disaster; |
---|
30 | 36 | | (2) recommendations on the services political |
---|
31 | 37 | | subdivisions are likely to need following a disaster, including |
---|
32 | 38 | | debris management and infrastructure repair; and |
---|
33 | 39 | | (3) assistance to political subdivisions with finding |
---|
34 | 40 | | persons capable of providing the services described by Subdivision |
---|
35 | 41 | | (2) and executing contracts with those persons in advance of a |
---|
36 | 42 | | disaster. |
---|
37 | 43 | | (b) The division shall consult with the comptroller |
---|
38 | 44 | | regarding including a contract for services a political subdivision |
---|
39 | 45 | | is likely to need following a disaster, including debris management |
---|
40 | 46 | | and infrastructure repair, on the schedule of multiple award |
---|
41 | 47 | | contracts developed under Subchapter I, Chapter 2155, or as part of |
---|
42 | 48 | | another cooperative purchasing program administered by the |
---|
43 | 49 | | comptroller. |
---|
44 | 50 | | SECTION 3. This Act takes effect September 1, 2019. |
