4	11		AN ACT
5	12		relating to a strategic plan goal by the Department of Agriculture
6	13		to prevent crop diseases and plant pests in this state.
7	14		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	15		SECTION 1. Chapter 12, Agriculture Code, is amended by
9	16		adding Section 12.008 to read as follows:
10	17		Sec. 12.008. STRATEGIC PLAN GOAL: CROP DISEASE AND PLANT
11	18		PEST PREVENTION. The department shall include in the department's
12	19		strategic plan required under Chapter 2056, Government Code, a goal
13	20		of preventing crop diseases and plant pests in this state by:
14	21		(1) improving the department's preventative
15	22		management practices concerning crop diseases and plant pests;
16	23		(2) increasing the performance of activities directly
17	24		related to crop disease and plant pest prevention;
18	25		(3) creating and implementing a strong surveillance
19	26		program that includes activities designed to:
20	27		(A) identify and locate any possible source of
21	28		infection or exposure to domestic or foreign diseases or pests that
22	29		affect crops grown in this state; and
23	30		(B) aid the department in the early detection of
24	31		any domestic, foreign, or emerging crop diseases and plant pests;
25	32		(4) evaluating the department's diagnostic procedures
26	33		to ensure the performance of diagnostic evaluations and
27	34		investigations occurs timely and accurately;
28	35		(5) improving the effectiveness of the department's
29	36		control and eradication methods;
30	37		(6) evaluating and expanding, if necessary, the
31	38		department's emergency management activities related to crop
32	39		diseases and plant pests; and
33	40		(7) addressing how the department will educate
34	41		farmers, agricultural producers, and communities that sustain
35	42		agriculture in this state about crop disease and plant pest
36	43		prevention.
37	44		SECTION 2. The Department of Agriculture shall, using
38	45		existing funds, include in the first strategic plan under Chapter
39	46		2056, Government Code, issued after the effective date of this Act
40	47		the goal and methods of implementing the goal required by Section
41	48		12.008, Agriculture Code, as added by this Act.
42	49		SECTION 3. This Act takes effect September 1, 2019.
