| 14 | 14 | SECTION 2. Section 191.010(b), Local Government Code, is | |
| 15 | 15 | amended to read as follows: | |
| 16 | 16 | (b) A county clerk [in a county with a population of 3.3 | |
| 17 | 17 | million or more] may require a person presenting a document in | |
| 18 | 18 | person for filing in the real property records of the county to | |
| 19 | 19 | present a photo identification to the clerk. The clerk may copy the | |
| 20 | 20 | photo identification or record information from the photo | |
| 21 | 21 | identification. The clerk may not charge a person a fee to copy or | |
| 22 | 22 | record the information from a photo identification. | |
| 23 | 23 | SECTION 3. This Act takes effect September 1, 2019. |
