55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the expiration date of a driver's license; increasing a
88 fee.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 521.271(a), Transportation Code, is
1111 amended to read as follows:
1212 (a) Each original driver's license, provisional license,
1313 learner license, or occupational driver's license issued to an
1414 applicant who is a citizen, national, or legal permanent resident
1515 of the United States or a refugee or asylee lawfully admitted into
1616 the United States expires as follows:
1717 (1) except as provided by Section 521.2711, a driver's
1818 license expires on the eighth [first birthday of the license holder
1919 occurring after the sixth] anniversary of the date of the
2020 application;
2121 (2) a provisional license expires on the 18th birthday
2222 of the license holder;
2323 (3) a learner license expires on the 18th birthday of
2424 the license holder;
2525 (4) an occupational driver's license expires on the
2626 first anniversary of the court order granting the license; and
2727 (5) unless an earlier date is otherwise provided, a
2828 driver's license issued to a person whose residence or domicile is a
2929 correctional facility or a parole facility expires on the first
3030 birthday of the license holder occurring after the first
3131 anniversary of the date of issuance.
3232 SECTION 2. Section 521.421(a), Transportation Code, is
3333 amended to read as follows:
3434 (a) The fee for issuance or renewal of a license not
3535 otherwise provided for by this section is $32 [$24].
3636 SECTION 3. The changes in law made by this Act to Sections
3737 521.271 and 521.421, Transportation Code, apply only to a driver's
3838 license issued or renewed on or after June 1, 2020. A driver's
3939 license issued or renewed before June 1, 2020, is governed by the
4040 law in effect immediately before the effective date of this Act, and
4141 the former law is continued in effect for that purpose.
4242 SECTION 4. This Act takes effect September 1, 2019.
