55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a committee on licensing standards for
88 certain facilities licensed by the Department of Family and
99 Protective Services.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter B, Chapter 42, Human Resources Code,
1212 is amended by adding Section 42.0222 to read as follows:
1313 Sec. 42.0222. COMMITTEE ON LICENSING STANDARDS FOR
1414 UNACCOMPANIED MINOR FACILITIES. (a) The committee on licensing
1515 standards for facilities that provide services to unaccompanied
1616 minors is composed of seven members appointed as follows:
1717 (1) one member appointed by the governor;
1818 (2) two members appointed by the lieutenant governor,
1919 including one member who represents the pediatric medical
2020 community;
2121 (3) two members appointed by the speaker of the house
2222 of representatives, including one member who is an expert in the
2323 field of trauma-informed care;
2424 (4) one member from the House Human Services Committee
2525 appointed by the chair of that committee; and
2626 (5) one member from the Senate Health and Human
2727 Services Committee appointed by the chair of that committee.
2828 (b) The committee shall meet not less than twice in Austin.
2929 (c) The committee shall review and analyze the information
3030 provided by the department and committee members and shall make
3131 recommendations for policy and statutory changes relating to
3232 licensing standards and facility inspections to improve the
3333 delivery and quality of care provided by facilities that provide
3434 services to unaccompanied minors.
3535 (d) The committee shall report its findings and
3636 recommendations to the department, the commission, and the
3737 legislature not later than September 1, 2020.
3838 (e) This section expires September 1, 2021.
3939 SECTION 2. Not later than October 1, 2019, the appropriate
4040 appointing authorities shall appoint the members of the committee
4141 on licensing standards for unaccompanied minor facilities as
4242 provided by Section 42.0222, Human Resources Code, as added by this
4343 Act.
4444 SECTION 3. This Act takes effect September 1, 2019.
