| 7 | 7 | | relating to the creation of a committee on licensing standards for |

| 8 | 8 | | certain facilities licensed by the Department of Family and |
|---|
| 9 | 9 | | Protective Services. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter B, Chapter 42, Human Resources Code, |
|---|
| 12 | 12 | | is amended by adding Section 42.0222 to read as follows: |
|---|
| 13 | 13 | | Sec. 42.0222. COMMITTEE ON LICENSING STANDARDS FOR |
|---|
| 14 | 14 | | UNACCOMPANIED MINOR FACILITIES. (a) The committee on licensing |
|---|
| 15 | 15 | | standards for facilities that provide services to unaccompanied |
|---|
| 16 | 16 | | minors is composed of seven members appointed as follows: |
|---|
| 17 | 17 | | (1) one member appointed by the governor; |
|---|
| 18 | 18 | | (2) two members appointed by the lieutenant governor, |
|---|
| 19 | 19 | | including one member who represents the pediatric medical |
|---|
| 20 | 20 | | community; |
|---|
| 21 | 21 | | (3) two members appointed by the speaker of the house |
|---|
| 22 | 22 | | of representatives, including one member who is an expert in the |
|---|
| 23 | 23 | | field of trauma-informed care; |
|---|
| 24 | 24 | | (4) one member from the House Human Services Committee |
|---|
| 25 | 25 | | appointed by the chair of that committee; and |
|---|
| 26 | 26 | | (5) one member from the Senate Health and Human |
|---|
| 27 | 27 | | Services Committee appointed by the chair of that committee. |
|---|
| 28 | 28 | | (b) The committee shall meet not less than twice in Austin. |
|---|
| 29 | 29 | | (c) The committee shall review and analyze the information |
|---|
| 30 | 30 | | provided by the department and committee members and shall make |
|---|
| 31 | 31 | | recommendations for policy and statutory changes relating to |
|---|
| 32 | 32 | | licensing standards and facility inspections to improve the |
|---|
| 33 | 33 | | delivery and quality of care provided by facilities that provide |
|---|
| 34 | 34 | | services to unaccompanied minors. |
|---|
| 35 | 35 | | (d) The committee shall report its findings and |
|---|
| 36 | 36 | | recommendations to the department, the commission, and the |
|---|
| 37 | 37 | | legislature not later than September 1, 2020. |
|---|
| 38 | 38 | | (e) This section expires September 1, 2021. |

| 39 | 39 | | SECTION 2. Not later than October 1, 2019, the appropriate |
|---|
| 40 | 40 | | appointing authorities shall appoint the members of the committee |
|---|
| 41 | 41 | | on licensing standards for unaccompanied minor facilities as |
|---|
| 42 | 42 | | provided by Section 42.0222, Human Resources Code, as added by this |
|---|
| 43 | 43 | | Act. |
|---|
| 44 | 44 | | SECTION 3. This Act takes effect September 1, 2019. |
