| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter U, Chapter 51, Education Code, is |
|---|
| 12 | 12 | | amended by adding Section 51.8036 to read as follows: |
|---|
| 13 | 13 | | Sec. 51.8036. AUTOMATIC ADMISSION OF APPLICANTS COMPLETING |
|---|
| 14 | 14 | | EARLY COLLEGE EDUCATION PROGRAM. (a) In this section, "early |
|---|
| 15 | 15 | | college education program" means an early college education program |
|---|
| 16 | 16 | | established under Section 29.908. |
|---|
| 17 | 17 | | (b) A general academic teaching institution shall admit an |
|---|
| 18 | 18 | | applicant for admission to the institution who: |
|---|
| 19 | 19 | | (1) graduated from high school in one of the two school |
|---|
| 20 | 20 | | years preceding the academic year for which the applicant is |
|---|
| 21 | 21 | | applying for admission; |
|---|
| 22 | 22 | | (2) completed the early college education program; and |
|---|
| 23 | 23 | | (3) submits a completed application for admission |
|---|
| 24 | 24 | | before the expiration of any application filing deadline |
|---|
| 25 | 25 | | established by the institution. |
|---|
| 26 | 26 | | (c) It is the responsibility of the applicant for admission |
|---|
| 27 | 27 | | under this section to: |
|---|
| 28 | 28 | | (1) expressly and clearly claim in the application |
|---|
| 29 | 29 | | entitlement to admission under this section; and |
|---|
| 30 | 30 | | (2) timely provide to the general academic teaching |
|---|
| 31 | 31 | | institution the documentation required by the institution to |
|---|
| 32 | 32 | | determine the student's entitlement to admission under this |
|---|
| 33 | 33 | | section. |
|---|
| 34 | 34 | | SECTION 2. Section 51.8036, Education Code, as added by |
|---|
| 35 | 35 | | this Act, applies beginning with admissions to a general academic |
|---|
| 36 | 36 | | teaching institution for the 2020-2021 academic year. Admissions |
|---|
| 37 | 37 | | to a general academic teaching institution for an academic year |
|---|
| 38 | 38 | | before that academic year are governed by the law in effect |
|---|
| 39 | 39 | | immediately before the effective date of this Act, and the former |
|---|
| 40 | 40 | | law is continued in effect for that purpose. |

| 41 | 41 | | SECTION 3. This Act takes effect January 1, 2020. |
