| 12 | 11 | | SECTION 1. Section 707.017, Transportation Code, is amended |

| 13 | 12 | | to read as follows: |

| 14 | 13 | | Sec. 707.017. REGISTRATION AFTER CIVIL PENALTY IMPOSED |

| 15 | 14 | | [ENFORCEMENT]. Neither the [(a) If the owner of a motor vehicle is |

| 16 | 15 | | delinquent in the payment of a civil penalty imposed under this |
