| 10 | 10 | | SECTION 1. The heading to Chapter 28A, Water Code, is |

| 20 | 20 | | shall adopt and make accessible on the commission's Internet |

| 21 | 21 | | website best management practices for aggregate production |
|---|
| 22 | 22 | | operations to comply with applicable environmental laws and rules. |

| 23 | 23 | | SECTION 4. As soon as practicable after the effective date |
|---|
| 24 | 24 | | of this Act, the Texas Commission on Environmental Quality shall |
|---|
| 25 | 25 | | adopt the best management practices required under Section 28A.055, |
|---|
| 26 | 26 | | Water Code, as added by this Act. |
|---|
| 27 | 27 | | SECTION 5. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2019. |
