410 AN ACT
511 relating to providing discharged or released inmates with certain
612 documents, including documents to assist the inmate in obtaining
713 employment.
814 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
915 SECTION 1. Subchapter A, Chapter 501, Government Code, is
1016 amended by adding Sections 501.0155 and 501.0166 to read as
1117 follows:
1218 Sec. 501.0155. PROVIDING DISCHARGED OR RELEASED INMATE WITH
1319 DOCUMENTATION FOR EMPLOYMENT. When an inmate who is able to work,
1420 as determined by the department based on the inmate's age or mental
1521 or physical condition, is discharged or released on parole,
1622 mandatory supervision, or conditional pardon and the intended
1723 residence designated by the inmate is in this state, the department
1824 shall provide the inmate with relevant documentation to assist the
1925 inmate in obtaining post-release employment, including:
2026 (1) as applicable, a copy of the inmate's job training
2127 record described by Section 497.094 and the inmate's work record
2228 described by Section 497.095; and
2329 (2) for an inmate who completed a prerelease program
2430 required by a parole panel as a condition of release:
2531 (A) a resume that includes any trade learned by
2632 the inmate and the inmate's proficiency at that trade; and
2733 (B) documentation that the inmate has completed a
2834 practice job interview.
2935 Sec. 501.0166. PROVIDING DISCHARGED OR RELEASED INMATE WITH
3036 BIRTH CERTIFICATE AND SOCIAL SECURITY CARD. (a) In addition to
3137 complying with the requirements of Section 501.0165 regarding a
3238 license or personal identification certificate for an inmate being
3339 discharged or released on parole, mandatory supervision, or
3440 conditional pardon, the department must:
3541 (1) determine whether the inmate has a:
3642 (A) certified copy of the inmate's birth
3743 certificate; and
3844 (B) copy of the inmate's social security card;
3945 and
4046 (2) if the inmate does not have a document described by
4147 Subdivision (1), submit to the appropriate entity on behalf of the
4248 inmate a request for the issuance of the applicable document.
4349 (b) The department shall submit a request under Subsection
4450 (a)(2) as soon as is practicable to enable the department to provide
4551 the inmate with the applicable document when the department
4652 discharges or releases the inmate.
4753 (c) This section does not apply to an inmate who:
4854 (1) is not legally present in the United States; or
4955 (2) was not a resident of this state before the person
5056 was placed in the custody of the department.
5157 SECTION 2. This Act takes effect January 1, 2020.
