8 | 14 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
---|
9 | 15 | | SECTION 1. Subchapter A, Chapter 501, Government Code, is |
---|
10 | 16 | | amended by adding Sections 501.0155 and 501.0166 to read as |
---|
11 | 17 | | follows: |
---|
12 | 18 | | Sec. 501.0155. PROVIDING DISCHARGED OR RELEASED INMATE WITH |
---|
13 | 19 | | DOCUMENTATION FOR EMPLOYMENT. When an inmate who is able to work, |
---|
14 | 20 | | as determined by the department based on the inmate's age or mental |
---|
15 | 21 | | or physical condition, is discharged or released on parole, |
---|
16 | 22 | | mandatory supervision, or conditional pardon and the intended |
---|
17 | 23 | | residence designated by the inmate is in this state, the department |
---|
18 | 24 | | shall provide the inmate with relevant documentation to assist the |
---|
19 | 25 | | inmate in obtaining post-release employment, including: |
---|
20 | 26 | | (1) as applicable, a copy of the inmate's job training |
---|
21 | 27 | | record described by Section 497.094 and the inmate's work record |
---|
22 | 28 | | described by Section 497.095; and |
---|
23 | 29 | | (2) for an inmate who completed a prerelease program |
---|
24 | 30 | | required by a parole panel as a condition of release: |
---|
25 | 31 | | (A) a resume that includes any trade learned by |
---|
26 | 32 | | the inmate and the inmate's proficiency at that trade; and |
---|
27 | 33 | | (B) documentation that the inmate has completed a |
---|
28 | 34 | | practice job interview. |
---|
29 | 35 | | Sec. 501.0166. PROVIDING DISCHARGED OR RELEASED INMATE WITH |
---|
30 | 36 | | BIRTH CERTIFICATE AND SOCIAL SECURITY CARD. (a) In addition to |
---|
31 | 37 | | complying with the requirements of Section 501.0165 regarding a |
---|
32 | 38 | | license or personal identification certificate for an inmate being |
---|
33 | 39 | | discharged or released on parole, mandatory supervision, or |
---|
34 | 40 | | conditional pardon, the department must: |
---|
35 | 41 | | (1) determine whether the inmate has a: |
---|
36 | 42 | | (A) certified copy of the inmate's birth |
---|
37 | 43 | | certificate; and |
---|
38 | 44 | | (B) copy of the inmate's social security card; |
---|
39 | 45 | | and |
---|
40 | 46 | | (2) if the inmate does not have a document described by |
---|
41 | 47 | | Subdivision (1), submit to the appropriate entity on behalf of the |
---|
42 | 48 | | inmate a request for the issuance of the applicable document. |
---|
43 | 49 | | (b) The department shall submit a request under Subsection |
---|
44 | 50 | | (a)(2) as soon as is practicable to enable the department to provide |
---|
45 | 51 | | the inmate with the applicable document when the department |
---|
46 | 52 | | discharges or releases the inmate. |
---|
47 | 53 | | (c) This section does not apply to an inmate who: |
---|
48 | 54 | | (1) is not legally present in the United States; or |
---|
49 | 55 | | (2) was not a resident of this state before the person |
---|
50 | 56 | | was placed in the custody of the department. |
---|
51 | 57 | | SECTION 2. This Act takes effect January 1, 2020. |
