9 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 11 | | SECTION 1. Subchapter C, Chapter 39A, Education Code, is |
---|
11 | 12 | | amended by adding Section 39A.1011 to read as follows: |
---|
12 | 13 | | Sec. 39A.1011. CAMPUS TURNAROUND PLAN TO OPERATE AS |
---|
13 | 14 | | COMMUNITY SCHOOL. (a) A campus turnaround plan may permit a campus |
---|
14 | 15 | | to operate as a community school. A plan to operate as a community |
---|
15 | 16 | | school must include, in addition to the other requirements of this |
---|
16 | 17 | | subchapter, strategies and programs to coordinate academic, |
---|
17 | 18 | | social, and health services and reduce barriers to learning through |
---|
18 | 19 | | partnerships and service coordination. |
---|
19 | 20 | | (b) Programs and services offered by a campus operating as a |
---|
20 | 21 | | community school under a campus turnaround plan may include: |
---|
21 | 22 | | (1) early childhood education; |
---|
22 | 23 | | (2) after-school and summer school academic and |
---|
23 | 24 | | enrichment programs; |
---|
24 | 25 | | (3) college and career preparation; |
---|
25 | 26 | | (4) service learning opportunities, such as |
---|
26 | 27 | | internships and community service programs; |
---|
27 | 28 | | (5) leadership and mentoring programs; |
---|
28 | 29 | | (6) activities to encourage community and parent |
---|
31 | 34 | | (c) A campus that elects to operate as a community school |
---|
32 | 35 | | under a campus turnaround plan must: |
---|
33 | 36 | | (1) establish a school community partnership team, |
---|
34 | 37 | | composed of the members required for a campus-level planning and |
---|
35 | 38 | | decision-making committee under Section 11.251 and additional |
---|
36 | 39 | | community representatives, to coordinate with the campus |
---|
37 | 40 | | intervention team for the campus; |
---|
38 | 41 | | (2) establish a partnership with a lead organization |
---|
39 | 42 | | that has experience in developing and implementing a community |
---|
40 | 43 | | school plan; |
---|
41 | 44 | | (3) designate a school district employee or an |
---|
42 | 45 | | employee of an organization with experience in developing and |
---|
43 | 46 | | implementing a community school plan as the community school |
---|
44 | 47 | | coordinator for the campus, whose duties must include the |
---|
45 | 48 | | recruitment and coordination of services from community partners; |
---|
46 | 49 | | (4) develop a community school plan that satisfies the |
---|
47 | 50 | | requirements for a campus improvement plan under Section 11.253; |
---|
48 | 51 | | and |
---|
49 | 52 | | (5) obtain approval for the community school plan |
---|
50 | 53 | | from: |
---|
51 | 54 | | (A) at least 75 percent of campus faculty and |
---|
52 | 55 | | staff and 75 percent of parents of students enrolled at the campus; |
---|
53 | 56 | | and |
---|
54 | 57 | | (B) the board of trustees of the school district |
---|
55 | 58 | | in which the campus is located. |
---|
56 | 59 | | SECTION 2. Section 39A.107, Education Code, is amended by |
---|
57 | 60 | | adding Subsection (d) to read as follows: |
---|
58 | | - | (d) Notwithstanding Subsection (c), instead of ordering the |
---|
59 | | - | closure of the campus, the commissioner may give the campus: |
---|
60 | | - | (1) the opportunity to operate as a community school |
---|
61 | | - | under a campus turnaround plan as provided by Section 39A.1011; and |
---|
62 | | - | (2) if the campus elects to operate as a community |
---|
63 | | - | school as described by Subdivision (1), at least two years to |
---|
64 | | - | implement the campus's community school plan. |

65 | 66 | | SECTION 3. Section 39A.111, Education Code, is amended to |
---|
66 | 67 | | read as follows: |

67 | 68 | | Sec. 39A.111. CONTINUED UNACCEPTABLE PERFORMANCE RATING. |
---|
68 | 69 | | (a) If a campus is considered to have an unacceptable performance |
---|
69 | 70 | | rating for three consecutive school years after the campus is |
---|
70 | 71 | | ordered to submit a campus turnaround plan under Section 39A.101, |
---|
71 | 72 | | the commissioner, subject to Section 39A.112, shall order: |
---|
72 | 73 | | (1) appointment of a board of managers to govern the |
---|
73 | 74 | | school district as provided by Section 39A.202; or |
---|
74 | 75 | | (2) closure of the campus. |
---|
75 | | - | (b) Notwithstanding Subsection (a), instead of ordering the |
---|
76 | | - | closure of the campus, the commissioner may give the campus: |
---|
77 | | - | (1) the opportunity to operate as a community school |
---|
78 | | - | under a campus turnaround plan as provided by Section 39A.1011; and |
---|
79 | | - | (2) if the campus elects to operate as a community |
---|
80 | | - | school as described by Subdivision (1), at least two years to |
---|
81 | | - | implement the campus's community school plan. |
