| 10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 11 | 11 | SECTION 1. Section 5.552, Water Code, is amended by adding | |
| 12 | 12 | Subsection (c-1) to read as follows: | |
| 13 | 13 | (c-1) At the site of the facility or proposed facility for | |
| 14 | 14 | which an applicant is required to publish notice under this | |
| 15 | 15 | section, the applicant shall place a sign that complies with rules | |
| 16 | 16 | adopted by the commission stating: | |
| 17 | 17 | (1) that an application for a permit for a facility at | |
| 18 | 18 | the site has been filed; and | |
| 19 | 19 | (2) the manner in which the commission may be | |
| 20 | 20 | contacted for further information. | |
| 21 | 21 | SECTION 2. The change in law made by this Act applies only | |
| 22 | 22 | to a permit application that is filed with the Texas Commission on | |
| 23 | 23 | Environmental Quality on or after the effective date of this Act. A | |
| 24 | 24 | permit application filed before the effective date of this Act is | |
| 25 | 25 | governed by the law in effect on the date of filing, and that law is | |
| 26 | 26 | continued in effect for that purpose. | |
| 27 | 27 | SECTION 3. This Act takes effect September 1, 2019. |
