| 11 | 12 | | highest military award for valor; each year, local citizens join |

| 12 | 13 | | together to fund travel costs and other expenses to bring medal |

| 13 | 14 | | recipients to the city for a special series of events; and |
|---|
| 14 | 15 | | WHEREAS, U.S. Navy Petty Officer Michael Thornton earned his |

| 15 | 16 | | Medal of Honor during the Vietnam War, when he was one of two U.S. |

| 16 | 17 | | Navy advisors to a three-man Vietnamese Navy SEAL team during a raid |
|---|
| 17 | 18 | | on an enemy base along a river; after the senior U.S. Navy advisor |

| 18 | 19 | | was badly wounded, PO Thornton returned to him under heavy fire, |
|---|
| 19 | 20 | | killed two enemy soldiers, and dragged his comrade to the river, |

| 20 | 21 | | where he then inflated the wounded man's life jacket and towed him |

| 21 | 22 | | through the water for two hours until they were rescued; and |

| 22 | 23 | | WHEREAS, Demonstrating extraordinary courage in the line of |

| 23 | 24 | | duty, Michael Edwin Thornton fulfilled the highest ideals of the |

| 24 | 25 | | United States armed forces, and he has earned the lasting |

| 25 | 26 | | admiration of a grateful nation; now, therefore, be it |
