55 CONCURRENT RESOLUTION
66 WHEREAS, The costly and wrenching destruction of Hurricane
77 Harvey demonstrates the importance of moving forward with planning
88 and constructing flood mitigation projects on a coordinated and
99 collaborative basis; and
1010 WHEREAS, In Eye of the Storm, the November 2018 report of the
1111 Governor's Commission to Rebuild Texas, the Governor's Commission
1212 notes that to "future-proof" Texas against future flood events, the
1313 structure of a state-local partnership for flood mitigation
1414 projects needs to be well-planned and widely accepted by
1515 stakeholders; and
1616 WHEREAS, To ensure that state and local partnerships for
1717 flood mitigation projects have widespread support, the Governor's
1818 Commission proposes a study committee to examine the need for and
1919 possible structure of a state-local partnership; the committee's
2020 examination would include how such partnerships could promote
2121 planning on a watershed basis; the committee would also study flood
2222 control infrastructure in general, including dams, levees,
2323 reservoirs, floodgates, and storm drains; and
2424 WHEREAS, Flood events are both costly and devastating to the
2525 state and its citizens, and every means to combat them should be
2626 explored; now, therefore, be it
2727 RESOLVED, That the 86th Legislature of the State of Texas
2828 hereby request the lieutenant governor and the speaker of the house
2929 of representatives to create a joint interim committee to study the
3030 use of state and local partnerships and flood control
3131 infrastructure in general to help future-proof Texas against future
3232 flood events on a watershed basis; and, be it further
3333 RESOLVED, That the committee be composed of the following
3434 members: the chair of the House Natural Resources Committee and the
3535 chair of the Senate Committee on Water and Rural Affairs and two
3636 members of the senate appointed by the lieutenant governor and two
3737 members of the house of representatives appointed by the speaker of
3838 the house; and, be it further
3939 RESOLVED, That the committee submit a full report, including
4040 findings and recommendations, to the legislature and the governor
4141 by November 1, 2020; and, be it further
4242 RESOLVED, That the committee's proceedings and operations be
4343 governed by such general rules and policies for interim committees
4444 as the 86th Texas Legislature may adopt.
