44 CONCURRENT RESOLUTION
55 WHEREAS, Throughout history, the Bolivar Peninsula and
66 Galveston Island have weathered tremendous storms, each time
77 rebuilding as stronger and more resilient communities; and
88 WHEREAS, the Texas coastal region fuels the nation as the top
99 region for waterborne commerce and is home to critical
1010 infrastructure that is integral to our national economy and our
1111 national security; and
1212 WHEREAS, the United States Army Corps of Engineers has
1313 initiated the Coastal Texas Protection and Restoration Feasibility
1414 Study to determine the feasibility of constructing coastal storm
1515 risk management and ecosystem restoration projects along the Texas
1616 Coast; the United States Army Corps of Engineers has recently
1717 concluded the public comment period on the Draft Integrated
1818 Feasibility Report and Environmental Impact Statement where the
1919 Tentatively Selected Plan includes structures along the Bolivar
2020 Peninsula and Galveston Island; and
2121 WHEREAS, comments from the public expressed concern with the
2222 Tentatively Selected Plan due to negative consequences to homes,
2323 businesses, and the environment resulting from structures placed
2424 through the middle of the Bolivar Peninsula and the west end of
2525 Galveston Island, and a ring levee around the east end of Galveston
2626 Island; now, therefore, be it
2727 RESOLVED, That the 86th Legislature of the State of Texas,
2828 supports a revised Coastal Texas Protection and Restoration
2929 Feasibility Study Tentatively Selected Plan that reflects
3030 community input from the Bolivar Peninsula and Galveston Island
3131 received during the public comment period; and be it further
3232 RESOLVED, The State of Texas recognizes the need of
3333 protecting the Texas coast; any structure on the Bolivar Peninsula
3434 and Galveston Island should protect and not damage the community;
3535 and, be it further
3636 RESOLVED, That the Texas Secretary of State forward official
3737 copies of this resolution to the Commissioner of the Texas General
3838 Land Office, the United States Army Corps of Engineers, and to all
3939 members of the Texas delegation to Congress with the request that
4040 this resolution be officially entered in the Congressional Record.
