44 HOUSE CONCURRENT RESOLUTION
55 BE IT RESOLVED by the 86th Legislature of the State of Texas,
66 That the following Joint Rule is adopted and becomes effective
77 immediately upon adoption by the house last adopting this
88 resolution:
99 JOINT RULE 1
10- SECTION 1. ENROLLING BILLS. (a) Beginning in the 87th
11- Regular Legislative Session, after a bill has finally passed both
12- houses of the legislature, the clerk of the house or secretary of
13- the senate will enroll the bill and shall assign a Texas Legislative
14- Act number utilizing existing enrollment technology shared by both
15- chambers.
16- (b) Each enrolled bill shall include all proper
17- endorsements as a Texas Legislative Act and:
10+ Section 1. ENROLLING BILLS. (a) After a bill has finally
11+ passed both houses of the legislature, the officer of the house or
12+ senate who is responsible for enrolling the bill shall notify the
13+ director of the Legislative Reference Library of the final passage
14+ of the bill.
15+ (b) In the order of receiving notice of the final passage of
16+ the bill from the officer responsible for enrolling the bill, the
17+ director shall assign the bill a Texas Legislative Act number and
18+ shall promptly notify the responsible officer of the Texas
19+ Legislative Act number assigned to the bill.
20+ (c) The responsible officer shall then enroll the bill,
21+ including all proper endorsements, as a Texas Legislative Act and:
1822 (1) shall include the Texas Legislative Act number on
1923 the face of the enrolled bill; and
2024 (2) shall not include the originating house's bill
2125 number on the face of the bill.
22- (c) Subsection (b) does not prohibit the responsible
26+ (d) Subsection (c) does not prohibit the responsible
2327 officer from including the originating house's bill number in the
2428 certification of the bill's passage.
25- (d) Once a Texas Legislative Act number has been assigned,
26- all future references to the enrolled bill in the journals of each
27- house and in messages to the other house and the governor shall use
28- only the Texas Legislative Act number.
29- (e) The Texas Legislative Act number shall be published and
30- maintained in the electronic legislative information system for
31- each enrolled bill enacted for each session and index
32- those numbers
33- by bill number and, when assigned by the secretary of state, the
34- session law chapter number for each Texas Act.
29+ (e) Once a Texas Legislative Act number has been assigned by
30+ the director, all future references to the enrolled bill in the
31+ journals of each house and in messages to the other house and the
32+ governor shall use only the Texas Legislative Act number.
33+ (f) The director shall publish and maintain in the
34+ electronic legislative information system the Texas Legislative
35+ Act number for each enrolled bill enacted for each session and index
36+ those numbers by bill number and, when assigned by the secretary of
37+ state, the session law chapter number for each Texas Act.
