55 CONCURRENT RESOLUTION
66 WHEREAS, Texas is ranked among the worst states in the
77 country for motorists who are injured or killed in alcohol-related
88 vehicular crashes; and
99 WHEREAS, In 2013, Texas counted more than 1,300 deaths caused
1010 by drunk drivers, the highest number in the nation; this total
1111 reflected almost 40 percent of all traffic deaths in the state, a
1212 3.6 percent increase over the previous year; and
1313 WHEREAS, Each year, there are thousands of non-fatal
1414 alcohol-related crashes as well; there were more than 25,000 in
1515 Texas in 2013 alone that involved a driver with a blood alcohol
1616 concentration of .01 or higher; these resulted in nearly 16,000
1717 injuries; that year, law enforcement officers made almost 100,000
1818 DWI arrests, resulting in over 71,000 convictions; and
1919 WHEREAS, The lives and continued well-being of thousands of
2020 Texans are at stake, and it is vital that evidence-based measures be
2121 taken to reduce the incidence of alcohol-related crashes; now,
2222 therefore, be it
2323 RESOLVED, That the 86th Legislature of the State of Texas
2424 hereby request the lieutenant governor and the speaker of the House
2525 of Representatives to provide for a joint interim study regarding
2626 driving while intoxicated and driving under the influence
2727 incidents, including examination of mortality rates, accidents,
2828 rates of intoxication, and the effectiveness of increased penalties
2929 for DWI/DUI offenses; and, be it further
3030 RESOLVED, That a full report, including findings and
3131 recommendations, be submitted to the 87th Texas Legislature before
3232 it convenes in January 2021.
