55 CONCURRENT RESOLUTION
66 WHEREAS, Evidence-based policing has yielded positive
77 results in numerous communities; and
88 WHEREAS, Using scientific methods, evidence-based policing
99 tests and tracks interventions to determine whether they are
1010 effective and efficient; the results help police departments
1111 continuously refine their policies and strategies with a structure
1212 to evaluate the impact on the communities they serve; EBP, as it is
1313 sometimes known, also allows for the assessment of potential harm
1414 prior to the introduction of new initiatives or policies; and
1515 WHEREAS, In Texas, the City of Houston has developed measures
1616 to integrate evidence-based policing methods, and the Caruth Police
1717 Institute in Dallas has made great strides in helping officers gain
1818 leadership skills while learning evidence-based strategies; in
1919 2018, Texas Southern University announced the establishment of the
2020 Center for Justice Research, an initiative designed to produce
2121 innovative solutions for criminal justice reform; in addition, the
2222 American Society of Evidence-Based Policing has provided extensive
2323 training to Texas officers and crime analysts; and
2424 WHEREAS, Despite the success of evidence-based police
2525 training and the growing demand for such training for officers as
2626 they move up the ranks, there is currently no state standard in
2727 place to support the adoption of evidence-based police training in
2828 Texas; now, therefore, be it
2929 RESOLVED, That the 86th Legislature of the State of Texas
3030 hereby encourage the implementation of evidence-based police
3131 training for police officers and staff in leadership and
3232 supervisory roles in all police departments across the state; and,
3333 be it further
3434 RESOLVED, That the Texas Legislature recommend that 20 hours
3535 of evidence-based police training be completed by police officers
3636 and staff in leadership and supervisory roles in all police
3737 departments across the state.
