49 HOUSE CONCURRENT RESOLUTION
510 WHEREAS, Tardive dyskinesia (TD) is a condition
611 characterized by involuntary movements of the face, trunk, or
712 extremities, caused by long-term use of dopamine receptor-blocking
813 agents; and
914 WHEREAS, A movement disorder, TD is most commonly associated
1015 with facial symptoms such as uncontrolled grimacing, abnormal
1116 motions of the lips and tongue, and rapid blinking, but may also
1217 manifest in other parts of the body; it occurs in patients who have
1318 been prescribed neuroleptic medications for schizophrenia, bipolar
1419 disorder, other neurological conditions, and gastrointestinal
1520 disorders, and it can persist after individuals discontinue use of
1621 the drugs; and
1722 WHEREAS, Patients living with TD frequently suffer from
1823 embarrassment due to their involuntary movements, which may create
1924 a sense of discomfort and unease in those around them; these
2025 struggles often compound the difficulties that individuals with TD
2126 already face while being treated for psychiatric and mood
2227 disorders, leading them to further isolate themselves from others;
2328 the condition can also make it challenging for patients to work and
2429 stay active and productive; and
2530 WHEREAS, TD is estimated to affect at least 500,000 people in
2631 the United States, and it is more prevalent among postmenopausal
2732 women, patients over the age of 55, and those with a history of
2833 alcohol or substance abuse; it is important that patients be
2934 diagnosed as early as possible to ensure the best outcome, and at
3035 this time, prevention remains the best-established method for
3136 combatting the condition; and
3237 WHEREAS, Awareness among patients, medical professionals,
3338 caregivers, and the public can play a crucial role in helping more
3439 people to live lives free of TD and the challenges and stigma
3540 associated with it, and the observance of TD Awareness Week in May
3641 2019 will assist in promoting much-needed education on this
3742 important health issue; now, therefore, be it
3843 RESOLVED, That the 86th Legislature of the State of Texas
3944 hereby designate the first full week of May as TD Awareness Week and
4045 encourage all Texans to learn more about the risk factors and signs
4146 of tardive dyskinesia; and, be it further
4247 RESOLVED, That, in accordance with the provisions of Section
4348 391.004(d), Government Code, this designation remain in effect
4449 until the 10th anniversary of the date this resolution is finally
4550 passed by the legislature.
