55 CONCURRENT RESOLUTION
66 WHEREAS, Polls show that a majority of Americans support
77 stricter gun laws, including universal background checks,
88 mandatory waiting periods for gun purchases, and a ban on the sale
99 of assault weapons and high-capacity magazines; and
1010 WHEREAS, A 2018 national poll found that 67 percent of
1111 Americans support a nationwide ban on the sale of assault weapons,
1212 which are weapons with military features that enable shooters to
1313 spray large amounts of ammunition quickly; semiautomatic rifles
1414 with a detachable magazine and a pistol grip are among the assault
1515 weapons that two-thirds of Americans believe should be banned from
1616 sale; and
1717 WHEREAS, National polling also indicates that 53 percent of
1818 Americans support a ban on the sale of high-capacity magazines; a
1919 majority of Americans are aware that when high-capacity magazines
2020 are used to give a mass shooter more rounds of ammunition, deaths
2121 and injuries rise sharply; an investigation into mass shootings in
2222 the United States found that high-capacity magazines were used in
2323 half of the shootings between 1982 and 2012; and
2424 WHEREAS, The high level of support for universal background
2525 checks reflects concern about the "gun show loophole" that allows
2626 as many as 40 percent of all gun sales to be completed without a
2727 background check of the gun buyer; polls show that 97 percent of
2828 Americans and 97 percent of gun owners support universal background
2929 checks; and
3030 WHEREAS, National polls also show a high level of support for
3131 mandatory waiting periods for gun purchases; 83 percent of
3232 Americans believe that a "cooling off" period between purchasing
3333 and obtaining a gun would save lives; and
3434 WHEREAS, Americans support an assault weapons ban and other
3535 stricter gun laws because such laws would make us all safer; now,
3636 therefore, be it
3737 RESOLVED, That the 86th Legislature of the State of Texas
3838 hereby respectfully urge the United States Congress to pass
3939 stricter gun laws, including a ban on the sale of assault weapons;
4040 and, be it further
4141 RESOLVED, That the Texas secretary of state forward official
4242 copies of this resolution to the president of the United States, to
4343 the president of the Senate and the speaker of the House of
4444 Representatives of the United States Congress, and to all the
4545 members of the Texas delegation to Congress with the request that
4646 this resolution be entered in the Congressional Record as a
4747 memorial to the Congress of the United States of America.
