5	5		A JOINT RESOLUTION
6	6		proposing a constitutional amendment authorizing a statewide
7	7		referendum allowing voters to indicate a preference for exempting
8	8		this state from daylight saving time or observing daylight saving
9	9		time year-round.
10	10		BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11		SECTION 1. Article XVI, Texas Constitution, is amended by
12	12		adding Section 74 to read as follows:
13	13		Sec. 74. (a) The legislature by general law may:
14	14		(1) hold a statewide referendum that allows the voters
15	15		to indicate a preference for either:
16	16		(A) exempting the state from daylight saving
17	17		time; or
18	18		(B) observing daylight saving time year-round;
19	19		and
20	20		(2) enact a law based on the results of the referendum
21	21		exempting the state from daylight saving time or providing for
22	22		observing daylight saving time year-round.
23	23		(b) A statewide referendum described by Subsection (a) of
24	24		this section that is held on the same day as the election on the
25	25		constitutional amendment to add this section to this article is
26	26		hereby validated.
27	27		SECTION 2. This proposed constitutional amendment shall be
28	28		submitted to the voters at an election to be held November 5, 2019.
29	29		The ballot shall be printed to permit voting for or against the
30	30		proposition: "The constitutional amendment authorizing the state
31	31		to conduct a statewide referendum to allow the voters to choose
32	32		between exempting the state from daylight saving time and observing
33	33		daylight saving time year-round and authorizing the legislature to
34	34		enact legislation that gives effect to the option preferred by a
35	35		majority of the voters voting in the statewide referendum."
