| 10 | 10 | SECTION 1. Article III, Texas Constitution, is amended by | |
| 11 | 11 | adding Section 51-b to read as follows: | |
| 12 | 12 | Sec. 51-b. The legislature by general law may allocate a | |
| 13 | 13 | portion of oil and gas production tax revenue not otherwise | |
| 14 | 14 | allocated by this constitution to the counties from which the oil | |
| 15 | 15 | and gas originated to be used solely for the purpose of | |
| 16 | 16 | supplementing construction and maintenance of county roads and | |
| 17 | 17 | bridges that are impacted by oil and gas exploration and production | |
| 18 | 18 | activities. | |
| 19 | 19 | SECTION 2. This proposed constitutional amendment shall be | |
| 20 | 20 | submitted to the voters at an election to be held November 5, 2019. | |
| 21 | 21 | The ballot shall be printed to permit voting for or against the | |
| 22 | 22 | proposition: "The constitutional amendment authorizing the | |
| 23 | 23 | legislature to allocate a portion of oil and gas production tax | |
| 24 | 24 | revenue to the counties from which the oil and gas originated." |
