 A JOINT RESOLUTION
 proposing a constitutional amendment authorizing the legislature
 to provide for certain revenues otherwise allocated for transfer to
 the economic stabilization fund to be used for purposes related to
 public primary and secondary education.
 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Section 49-g(c-2), Article III, Texas
 Constitution, is amended to read as follows:
 (c-2)  The legislature by general law shall provide for a
 procedure by which the allocation of the sum of the amounts
 described by Subsections (d) and (e) of this section may be adjusted
 to provide for a transfer to the economic stabilization fund of an
 amount greater than the allocation provided for under Subsection
 (c-1) of this section with the remainder of that sum, if any,
 allocated for transfer to the state highway fund. The legislature
 by general law may provide for all or any portion of the amount that
 is allocated for transfer to the economic stabilization fund under
 Subsection (c-1) or this subsection instead to be allocated and
 made available for appropriation only for purposes related to
 public primary or secondary education. An [The] allocation made as
 provided by [that] general law enacted under the authority of this
 subsection is binding on the comptroller for the purposes of the
 transfers required by Subsection (c) of this section.
 SECTION 2.  The following temporary provision is added to
 the Texas Constitution:
 TEMPORARY PROVISION. (a) This temporary provision applies
 to the constitutional amendment proposed by the 86th Legislature,
 Regular Session, 2019, authorizing the legislature to provide for
 certain revenues otherwise allocated for transfer to the economic
 stabilization fund to be used for purposes related to public
 primary and secondary education.
 (b)  The amendments to Section 49-g, Article III, of this
 constitution take effect January 1, 2020.
 (c)  This temporary provision expires January 1, 2021.
 SECTION 3.  This proposed constitutional amendment shall be
 submitted to the voters at an election to be held November 5, 2019.
 The ballot shall be printed to permit voting for or against the
 proposition: "The constitutional amendment authorizing the
 legislature to provide for certain revenues otherwise allocated for
 transfer to the economic stabilization fund to be used for purposes
 related to public primary and secondary education."
